Regarding a request for approval of a final plat for Bradley Point Filing No. 1, Enumerations has the following comments: 1. The private street name of Polar Point as shown on this plat has not been approved for use by the 911 Authority. Per Enumerations discussion with them, this proposed street name is too similar to other, in use, street names and would not be approved if submitted. Submit a street name to Justin Annan (jannan@eptc.org) and Glenn West (gwest@eptc911.org) for approval. Once a street name is accepted, it needs to replace Polar Point on the plat. 2. Once the street name has been decided, submit a copy of this plat to Enumerations for address assignment. All addressing will be from the private street shown on the plat. 3. Enumerations will review the mylar prior to recording as per usual procedure. The Enumerations fee due at the time of mylar review is $20. Regarding a request for approval of a final plat for Bradley Point Fil. No. 1, Enumerations has the following comments: 1. The plat now show the street name of Bradley Point, but, I do not see where this street name has been approved by E911. Bradley Rd. already exists, and changing the suffix does not create a different street name. Duplicate street names are not allowed. Confirmation from E911 of an approved street name that is shown on the plat is required before Enumerations can approve the plat for recording. 2. Once a street name has been approved, submit a copy of the plat to Enumerations for address assignment. 3. Previous comments regarding Enumerations review of the mylar still apply. Because the applicant proposes a “dry subdivision” that will not use water pursuant to Section 8.4.7 (A)(3) of the Land Development Code, the County Attorney’s Office will not make a recommendation regarding water sufficiency. If PCD does not have a standard condition of approval related to water for dry subdivisions, the County Attorney’s Office recommends that the following condition of approval be included in the staff report and added as a note to the face of the plat: This final plat is approved as a dry subdivision that does not use water and does not require a water supply. The subdivision is not designed for permanent occupation or habitation. No use requiring water or wastewater services may be established within the subdivision unless the El Paso County Board of County Commissioners approves a change in water supply for the subdivision. |

The plat does not indicate whether or not there will direct access allowed from Hwy 85/87. Is there direct access or will the cul-de-sac shaped access easement become a paved private street to access each parcel? If this access easement is to function as a street, then Enumerations feels that it should be named. 2. Once the question of access has been answered, please submit a copy of this plat to Enumerations to have addresses assigned. 3. Prior to recording, Enumerations will review the plat for addressing, street names, title block, and floodplain statement. An Enumerations fee of $10 per lot addressed will be due at that time. 4. Provide a copy of the final recorded plat to Enumerations for our records. Colorado Geological Survey review of South 85/87 Minor Subdivision MS212 (Amy Crandall, P.E., acrandall@mines.edu): With this referral, CGS received a request to provide Review Comments (Email dated March 3, 2021); Preliminary Drainage Report (Civil Consultants, Inc., December 2020); Grading and Erosion Control Plans (Civil Consultants, Inc., December 2020); Final Plat (Civil Consultants, Inc., January 29, 2021); Letter of Intent (Kimley-Horn & Associates); and Soils, Geology, and Geologic Hazard Study (Entech Engineering, Inc., (Entech), January 22, 2021). I understand this referral consists of a minor subdivision to subdivide a 9.74-acre parcel, located north of Highway 85/87 and South Academy Boulevard, including stormwater and access improvements. The letter of intent (Kimley-Horn & Associates) and Entech’s report state that the site will consist of a materials storage yard and no new buildings are planned. Entech’s report contains a good description of surface and subsurface conditions, soil engineering properties, and potential development constraints. The site does not contain steep slopes, is not undermined, and does not contain, nor is it exposed to any geologic hazards that would preclude the proposed subdivision and storage use. CGS, therefore, has no objection to approval of the minor subdivision plat as proposed. For any future improvements, CGS recommends that the county require a site-specific geotechnical investigation. |
