The current plan under consideration does not speak to commercial development and it presumes an elimination of 35 mills for commercial development. Staff has included that in the staff report. If the applicant wants to retain 35 commercial mills, please justify the need in the letter of intent (LOI) and the financial plan. If the applicant is seeking to raise the 35 mills to 50 mills for commercial, please add and justify to LOI, and service plan.
