Regarding the pre-subdivision site grading (PSSG/"early grading") proposal, it is not recommended that the existing ponds only be reconstructed as temporary sediment basins, for many reasons. Final interim analysis and design of all inflow and outflow conveyances will be required and interim improvements may be more extensive than final pond and conveyance improvements would be, and then some of those improvements would be subject to reconstruction with the final pond design. The timing of construction is up to the developer; however, final FSD designs and collateral will be required prior to approval of PSSG plans and a time limit for final FSD pond construction will be provided to ensure that downstream drainage facilities are not subject to increased flows (from TSBs overtopping) for an extended time period, which would also involve potential legal liabilities. Note that the TSBs will also need to meet State drain time requirements. If pond outlet structures and other necessary features are not installed at the time of early grading, a separate plan set with all required features (this can be included with a final plat or a standalone CDR project) will still be required, to be implemented at a certain date per the maintenance agreement (required prior to PSSG approvals) in case the subdivision stalls for any reason. It would seem logical to design and install all FSD features with pond regrading (one pond at a time), or to not modify the existing ponds until the time of final plat construction. The fire protection report is acceptable at this stage of the process. The hydrants will be reviewed on the utility service plan at final plat. At final plat provide notes that the fire hazard intensity level ranges from lowest to moderate fire intensity scale and that hardened structure requirements for low hazard will include Class A roofing. A separation of 10' from chimneys to vegetation and mitigation to 30' will be required. It should be considered that the separation between the two access roads does not meet the adopted fire code section D104.3 for Falcon. |
