In PCD File No. PUDSP226, the estimated demand for the subdivision was 67.64 AF/year. This demand was evaluated in this office’s Water Supply Review and can be found in the commitment letter dated 11/5/24, the WSIS uploaded 11/6/24, and the WRR dated 8/30/24, all found in the file. This demand was based on 177 lots of < 3,500 sf, 50 lots of < 7,000 sf, and 1.934 acres of active irrigation (see Table 2 in the WRR). Table 2 of the new WRR projects 187 lots of < 3,500 sf, 40 lots of < 7,000 sf, 1.934 acres of active irrigation, and 6.1 acres of passive irrigation. The letter of intent and the Amendment Memo (uploaded as Request for Minor Increase) both adequately address the impact of the additional irrigation and ADUs, but none of the documents address the reclassification of 10 lots to a lower water demand category. Please update applicable documents to address that change. Once that’s completed and a favorable recommendation from DWR is received, this office will complete its review. |

The available referral documents include a Preliminary Plan (Classic Consulting, drawing date: April 7, 2026) and other documents. CGS previously reviewed the Soil, Geology, and Geologic Hazard Study, Villages at Sterling Ranch East (Entech Engineering, Job No. 220573, April 13, 2022). The note on sheet 2 of the PUD includes the following statement: “No basements are proposed within this subdivision. Either slab on grade or crawl space will be designed for all units.” This statement should also be included in Note 7 of the PUD (sheet 1). Provided the preliminary plan is updated and Entech’s recommendations adhered to, CGS has no further comments or objection to approval. The proposed addition of accessory dwelling units (ADUs) on previously approved lots does not significantly alter overall density; however, it does introduce increased life safety considerations related to access, water supply, and fire protection. All development shall continue to meet the requirements of the currently adopted fire code, including adequate fire apparatus access (road width, vertical clearance, and turnaround provisions), fire flow and hydrant spacing consistent with an approved centralized water system, and compliance with applicable Wildfire Resiliency Code provisions where adopted. Particular attention should be given to ensuring that the addition of ADUs does not create access constraints, parking conflicts, or impediments to emergency response operations. Any changes to water demand or system configuration shall be coordinated with the fire district to verify adequate fire protection is maintained. 1. Typically, the additional address would be assigned to the ADU unit option prior to plat and would be added to the plat. Since the area is already platted we will have to assign these after the fact. Contact me when you are ready for the addresses to be assigned. We should set these addresses up front and not add them as we go, so that there is less room for error. 2. Since there is no plat being recorded, we will have to set an addressing free per hour.
