Loop Preliminary Pump Station and Pipeline Design
Description
Loop Water Authority has engaged Burns and McDonnell to assist in the design of approximately 28 miles of a 24-inch diameter transmission pipeline and up to five pump stations. This transmission line will convey maximum 4.0 MGD from the Advanced Water Treatment Plant that is currently in design at Callahan Reservoir. The transmission line will bring water to three different entities, the Town of Monument, Donala Water and Sanitation District, and Woodmoor Water and Sanitation District No.1. This project will be within El Paso County. This project is still currently in the preliminary design phase and alignments for the pipeline are still being set. The above parcels coincide with the current alignment assumption but are subject to change.
Location
The pipeline will begin at Callahan Reservoir and continue North through El Paso County with terminus points serving Woodmoor, Donala, and Monument, ultimately finishing at the intersection of Higby Road and Jackson Creek Pkwy in the town of Monument.

1 The 2022 El Paso County Parks Master Plan shows this project impacting numerous existing or proposed parks, trails, or open spaces, to include, but not limited to the proposed Fox Run Primary Regional Trail, the existing Pineries Open Space (no pipeline easements will be considered in the Pineries), the existing Black Forest Section 16 (State Land Board owned, EPC Parks lease, Academy School District 20 lease) and possibly the existing Black Forest Section 16 Trail, the proposed Vollmer Road and Shoup Road roundabout currently being planned through EPC Public Works in cooperation with EPC Parks, the proposed Sand Creek Primary Regional Trail, the existing and proposed Arroyo Lane Primary Regional Trail, the proposed Woodmen Hills Secondary Regional Trail, the proposed Highway 94 Primary Regional Trail, and possibly the existing and proposed Jimmy Camp Creek Primary Regional Trail, and the proposed Squirrel Creek Primary Regional Trail, and the proposed Kane Ranch Primary Regional Trail. At the Early Assistance Meeting, EPC Parks requested a GIS shapefile or KML or the pipeline location, and was able to verify the impacts. 1 Provide a Wildland Fire and Hazard Mitigation Plan and Fire Protection Report. The vegetated areas are in the north end of the project though and the largest hazard for an ignition is in the grassy areas in the southern end.

1 Any utility work within the state highway right of way will require a utility permit from the CDOT. Survey, temporary traffic control, potholing, and other activities in the state highway right of way will require a special use permit from CDOT.
