Black Forest Fire Protection District

1 Black Forest Fire Rescue has reviewed the submitted Fire Protection Report for Sterling Ranch East Filing No. 6. The proposed municipal water system, looped water mains, public roadway access, and hydrant coverage appear generally consistent with the intent of fire protection access and water supply requirements; however, final approval is contingent upon the applicant providing engineered fire flow documentation demonstrating the required fire flow at a minimum residual pressure of 20 psi, final hydrant locations and spacing, and confirmation that all fire apparatus access roads meet the currently adopted El Paso County/Black Forest Fire Rescue fire code requirements, including width, grade, turning radius, vertical clearance, and hydrant access. The report should be revised to reference the applicable adopted El Paso County/Black Forest Fire Rescue fire code and amendments rather than the City of Colorado Springs Fire Department code basis. Additionally, the wildfire section should be corrected or clarified, as the absence of trees does not eliminate grassland wildfire exposure, and the report itself identifies the site as having high wildfire risk. Black Forest Fire Rescue will require continued coordination through final construction drawings, hydrant placement review, access review, and water system acceptance testing prior to final fire approval. 6/21/2026 9:37:02 PM

1 Colorado Parks and Wildlife (CPW) has reviewed the plans for the Sterling Ranch East Fil. 6 Plat in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Sterling Ranch project area in the past. CPW defers to those previous comments. Based on the location and proposed actions, CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration.

1 The El Paso County Conservation District has reviewed this and we have the following comments:

1) Erosion controls

We looked through many of the documents and were unable to find any sort of erosion control plan. Given that this is a neighborhood that will likely have heavy dirt work done initially but then some lots sitting for extended periods, we would like to see the following included in their plans.

We would also like to see some of the following landscaping/water wise practices being used in landscapes areas.

A) Disturbed areas not being built on immediately after initial site grading should be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County. This ensures that site erosion from wind and precipitation events will be kept at an absolute minimum.

B) Disturbed areas to be revegetated be mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre.

C) Disturbed areas that are to be landscaped should be done within 45 days of construction being finished. For lawn areas, it is highly encouraged to add 1/2" or thicker layer of quality compost before seeding or sod installation in order to help with water retention so it is more water wise. For other landscaping, we encourage native, drought tolerant trees and shrubs, drought tolerant ornamentals that do not need as much watering, and use of drip irrigation for the most water wise practices. We are content with their plans to use compost in the back fill and 3" mulching around these plants, which are excellent ways to reduce water usage.

D) For areas being replanted with natural grass, consider using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species.


2) Watershed protection

While not on this given area, this is also a drainage to the immediate East of this spot that we would like to ensure is protected during construction. As such, we would like to see the following assurances.

A) We would like to see plans that outline their physical erosion control plans during the construction and dirt work phase of this project. This should include all their practices for site perimeter controls like silt fencing, storm drainage protections for road drains, and how they plan to deal with any dirt stockpiles.

B) If this is already in the documents, please describe which one it is in since there is no obviously names document that includes these practices.


If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed protection, and protection of the surrounding community.
