Academy District 20 is in receipt of File #SF2525 for approval of the Lions Den Subdivision.

The District is requesting fees in lieu of land dedication per the existing County Code for all residential units within this development.

The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October.

A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.

The District is able to serve each student who is a resident of District 20.

**Comment to Developer – Fire Protection Requirements for Lions Den Subdivision**

Thank you for submitting the Fire Protection Report for the Lions Den subdivision. After review, we have the following comments and required clarifications to ensure compliance with the El Paso County Land Development Code (LDC), the International Fire Code (IFC), and fire authority requirements:

1. Water Supply – NFPA 1142 Compliance Required

Per **Section 6.3.2(C)(1)** of the El Paso County Land Development Code, when a municipal or pressurized water supply is not available, the development is required to provide water supply in accordance with **NFPA 1142: Standard on Water Supplies for Suburban and Rural Fire Fighting**.

The current report does not include a compliant water supply plan. Please submit an engineered plan that includes:

* Fire flow calculations based on NFPA 1142 Section 4.6 (use the largest planned residence as the design basis),
* Required volume of water per residence,
* Proposed cistern size(s), location(s), construction standard (buried or above ground), and access,
* Alternative plan (if proposed) for water tender shuttle operations including road access, fill and dump sites, turnaround areas, and operational strategy.

**Note**: At a minimum, cisterns should meet the calculated fire flow volume with a 30-minute supply duration, and must be accessible year-round to fire apparatus.

2. Fire Code Reference Update**

The report references mitigation requirements based on the 2009 IFC, but the currently adopted code by Black Forest Fire Rescue Protection District and the Pikes Peak Regional Building Department is the 2015 International Fire Code. Please update all citations and mitigation requirements to reflect the 2015 edition unless otherwise approved by the Fire Code Official.

3. Emergency Access Clarification**

Please confirm that all access roads and driveways meet the requirements of **IFC Section D103**, including:

* Minimum width of 20 feet (unobstructed),
* Vertical clearance of 13 feet 6 inches,
* Adequate turnarounds for apparatus >30 feet in length,
* Roadway surface sufficient for all-weather emergency access.

If any driveways exceed 150 feet in length, additional turnout or turnaround provisions may be required.

4. Fuel Loading and Risk Zone Identification

While the report describes the vegetation as “forested with pine trees,” please identify the **fuel model**, WUI risk classification, and whether the parcels fall under a designated **Community Wildfire Protection Plan (CWPP)** area. This will help validate the wildfire mitigation methods proposed.
