As the proposed Northgate Auto Dealership project will eventually tie into the County’s Northgate/Struthers Permeant Water Quality Pond, USAFA has concerns about the timeline of the construction. If the construction of the pond lags too far behind the Auto Dealership there could temporarily be an excess amount of stormwater and sediment that flows down Northgate Blvd toward the Hotel/Visitor Center round-a-bout. Runoff toward our gate has been an issue in the past because the collection of sediment places a mitigation burden on the installation. USAFA has three requests listed below for the county and the applicant to consider. • USAFA requests the County consider working with the applicant to explore the possible impacts on not having the construction sync up between the dealership and the water quality pond and develop a course of action or plan accordingly. • USAFA requests information regarding the anticipated timeline for the pond’s completion. • USAFA seeks further clarification on the drainage path from Northgate into Smith Creek, and ultimately into Monument Creek. |

Thank you for sending the United States Air Force Academy (USAFA) the review for Gleneagle View – Northgate Auto Dealership (File #: PPR2514). USAFA has questions about the adequacy of the drainage solution for this development. We would like to see calculation that the area set aside for the Extended Detention Basin (EDB) will be able to hold the amount of stormwater that will be generated from that area PLUS cumulative runoff from the existing developments until the EDB can connect to the County’s North Gate Detention Pond. Also, if that is the intent, the drainage report should also state that the outflow from the pond will ultimately be conveyed to the County’s Pond. Finally, we cannot clearly discern which creek the stormwater in the existing extended detention pond will transport to, and if the discharge will run along North Gate Boulevard. 1. The Land Development Code uses acre-feet/year to evaluate irrigation demand. The WSIS estimates a demand for irrigation at 13.3 AF/year, based on 11,900 gpd. The Water Resource Report estimates 83,000 gpw for irrigation (roughly equivalent to 11,900 gpd), which should equate to 4.316 million gpy, not 1.9 million gpy as stated in the Report. Please make sure that your calculations are consistent across all documents and that the final, total demand amount for irrigation is expressed in acre-feet per year. 2. The Report identifies a total water demand for the project of 6.645 million gpy, which equates to 20.41 acre-feet/year, not the 27.9 identified in the WSIS. Please reconcile. 3. Please ensure that Donala’s commitment letter expresses its commitment in acre-feet/year in addition to gpy. 4. Pursuant to Sections 8.4.7 (B)(3)(c)(v) and (e) of the Land Development Code, please add information to the Water Resources Report regarding Donala’s total water supply and its current commitments to serve. In addition, please update the Water Resources Report, Water Supply Information Summary and Commitment letter to indicate the project name as “Academy Gateway Subdivision Filing No 2”. Thank you. |
