The USAFA has reviewed the documents for the proposed Cathedral Rock Church (Struthers Ranch Filing #2) development. Our primary concern is related to the stormwater drainage that will flow onto USAFA property via two routes, ultimately discharging into Monument Creek. The drainage letter did not clarify where the stormwater will go once it leaves the property to the north, nor where it will go after leaving the southern detention pond. Our Environmental Planner reviewed the drainage letter and the attached report and determined that the impact will be minimal. However, we would still appreciate documentation indicating the two routes the stormwater is expected to take to Monument Creek and the expected increase in overall volume (not rate) to these tributaries after the project is complete. Dear EPC planner, Thank you for sending USAFA the submittal for Cathedral Rock Church (file number PPR2436) for review. USAFA’s internal review process takes between 30-40 days to complete, which is beyond the review window typically allotted. To ensure that the applicant has sufficient time to address USAFA concerns, the following list includes items that are typically discussed in the review letter: • Storm Water Management: Development may create impacts to natural riparian zones, tributaries, and Monument Creek. • Airport Safety Concerns: o Proposed building heights and construction crane heights may impact airspace associated with flight paths, airport approaches, and flying training areas. o Applicants should be aware that the property may be subject to noise generated by flight training around the airfield, flight paths and USAFA training areas, or by training in Jacks Valley at the northern end of the installation. o Possible Avigation easement and/or plat note regarding airport training noise for zoning changes and subdivisions. • Threatened Species: Development may impact Preble's Meadow Jumping Mouse habitat. El Paso County Parks and Community Services. The 2022 El Paso County Parks Master Plan shows no impacts to existing or proposed parks, trails, or open space. The proposed alignment for the Jackson Creek Primary Regional Trail is located adjacent the project site, but on the west side of Struthers Road. As such, no trail easements or park land dedications are necessary. As this is a commercial application, no regional park fees will be assessed, however an update to the EPC Land Development Code over the next year and half may or may not change this fee requirement.
