Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Sterling Ranch project area in the past, and CPW would defer to those previous comments. Based on the location and proposed actions, CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration. The available referral documents include a Soils and Geology Study, Preliminary Plan Sterling Ranch East – Filing No. 6, El Paso County, Colorado (Entech Engineering, September 24, 2024), Letter of Intent (N.E.S. Inc., September 2024), Preliminary Plan (Classic Consulting, August 29, 2024), and other documents. CGS offers the following comments and recommendations. 1. The geologic hazard note on the preliminary plan states, “Potentially seasonally shallow groundwater found on the following lots: 81-86, 91, 92 and 96 (see Sheet 19).” The lots on Sheet 19 do not match the layout on Sheet 1 and should be updated. 2. Groundwater was encountered in Entech’s test borings at 17.5 and 18 feet below grade during drilling in two of their borings in September 2024. If basements are planned, CGS recommends that the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels and maintained year-round. This monitoring/observation program should be conducted immediately and/or before the installation of public infrastructure to determine if basements are feasible. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels. 3. As noted on page 8 of Entech’s report, “It is anticipated that potential seasonally shallow groundwater areas will be mitigated with site grading,” and “In areas where high subsurface moisture conditions are anticipated periodically, subsurface perimeter drains are recommended to help prevent the intrusion of water into areas below grade.” Additionally, the geologic hazard note on the preliminary plan states, “Mitigation for these lots include overlot grading and incorporation of underground drainage systems around foundations with direct connection to underdrain system within adjacent street maintained by metro district.” Individual underdrains that are tied to the storm sewer system or underdrain system must gravity discharge to a daylight outfall and be designed early in the design stage and noted on the plans. CGS recommends that the plans show the underground drainage system with connections to individual underdrains for each lot. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions. Academy District 20 is in receipt of File #SP244 for approval of the Sterling Ranch East Filing No. 6 Preliminary Plan. Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC. The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District. Just like Minneapolis Court. 2. Standard Final Plat comments: a. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door, and should be placed as close to the edge of the lot as possible, running parallel to the street it is being addressed from. b. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed.
