The available referral documents include the Sketch Plan (HR Green Development, LLC, December 19, 2024), Letter of Intent (HR Green Development, LLC, December 31, 2024), Soil and Geology Study (Entech Engineering, Inc., December 20, 2024), and other documents. We understand that the applicant desires to develop a range of residential densities, a business park, commercial facilities, mixed-use developments, and a future school site on 1,822 acres located to the east of Enoch Road and south of Highway 94. A drainage traverses the development that is mapped as a FEMA Floodplain (FIRM Panels: 08041C0785G, dated 12/7/2018). Entech indicates that this drainage will be developed as open space. This area should be designated as a “No-Build Area,” and an erosional non-buildable setback from the floodplain boundary should be established. Entech identifies areas that will impose geologic constraints, including (page 1) “artificial fill, expansive soils, hydrocompaction, floodplain, potential seasonally shallow and seasonally shallow/ponded areas of water, and the potential for elevated radon levels.” Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Provided Entech’s recommendations are adhered to, CGS has no objection to approval of the sketch plan as proposed. CGS looks forward to reviewing this development during the preliminary and final plat stages. Considering the size of the parcel of land, it is likely that not all geologic hazards and constraints to development have been identified. Future reviews by CGS may include additional comments about the conditions in more site-specific investigations.
