With this resubmittal, CGS received a Letter of Intent (N.E.S., Inc., June 2024); Preliminary Plan (Classic Consulting, May 15, 2024); Soils and Geology Study (Entech Engineering, Inc., March 27, 2024); and other documents. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Provided Entech’s recommendations are adhered to, and design-level geotechnical studies are performed, CGS has no objection to approval of the preliminary plan. We offer the following comments for consideration. 1. The geologic hazards and constraints identified in Entech’s report should be listed in the preliminary plan. This includes expansive soils and loose/collapsible soils. 2. CGS recommends Entech be retained to review the project plans and specifications for conformance with the recommendations provided in their report. 1. Enumerations would like the looped street to be one street name as one street name. If so, please remove 2 of the 3 street names. This would be up to El Paso-teller County E-9-1-1 Authority to decide. 2. Standard Development plan comments: a. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door, and should be placed as close to the edge of the lot as possible, running parallel to the street it is being addressed from. b. An email from Justin Annan jannan@eptc911.org; or Glenn West gwest@eptc911.org;, with El Paso-Teller County E-9-1-1 Authority, reserving the street names is required to be emailed to the Enumerations department c. Rear Loaded homes will have unique address assignment and placement. A plat note will be required showing address placement. Are any of these lots rear loaded? d. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
