Lastly, reviewing older maps from 60-80s, there was no finding of these parcels existing. Minor subdivision to legalize parcel in order for a home to be constructed.

Black Forest Fire Protection District

BFFRPD (Black Forest Fire Rescue Protection District) has reviewed the proposed project. Of concern for BFFRPD operations is the fire department access and fire protection water supplies. The County is the Authority Having Jurisdiction (AHJ) that will determine the requirements for cistern and specifications for access/egress.

All structures and street signs need to comply with PPRBD, EL Paso County standards, IBC 2021 and IFC 2021 standards. Our recommendation is the applicant demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. The fire protection report is outdated and does not accurately reflect BFFR currently. Furthermore, the District does not support any waivers or variances that negatively impact any fire safety provisions including access/egress, water supply, hardening of structures, addressing, fire protections systems, etc.

The available referral documents include a Soils and Geology Study (Entech Engineering, Inc., October 4, 2023), Final Plat (Classic Consulting, LLC, August 16, 2024), Letter of Intent (Classic Consulting, LLC, undated), and other documents. The Stimple Subdivision site contains no unusual geologic hazards or geotechnical constraints that preclude the proposed three-lot residential subdivision. As noted on page 1 of Entech’s report, “Areas were encountered where the geologic conditions will impose some constraints on development and land use. These include potentially expansive soils, shallow bedrock, and potentially shallow groundwater areas.” Entech’s characterization of the geologic hazards and constraints associated with the site is valid. We offer the following comments:

1. As a condition of approval, the geologic hazards and mitigation measures discussed in Entech’s report should be included in the final plat. Entech’s report should also be referenced in the final plat.

2. Sand Creek is located east of Lot 1, and according to Entech, water was flowing. Building and septic footprints should not encroach on the drainage easement noted in the final plat.

3. Once the building location has been identified on Lot 1 and prior to the building permit application, a site-specific subsurface soil investigation consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential. These results will be required to evaluate potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of a full-depth basement, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes.

4. Entech states (page 6), “Subsurface perimeter drains are recommended for the structure.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions.

5. Minimal ground disturbance and best management practices during construction should take place to minimize erosion. Prompt reseeding should follow construction to re-establish ground cover and reduce noxious weed growth.

Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC.

The District is able to serve each student who is a resident of District 20.
