Colorado Parks and Wildlife (CPW) has reviewed the plans for the Sterling Ranch Sketch Plan 3rd Amendment in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site and has commented on the overall Sterling Ranch project area in the past, and CPW would defer to those previous comments. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible. The available referral documents include the Soil and Geology Study, Sterling Ranch East – Sketch Plan (Entech Engineering, Job No. 231065, August 25, 2023), Sketch Plan Amendment (N.E.S. Inc., September 29, 2023), Letter of Intent (N.E.S., Inc., October 2023), Drainage Letter (Classic Consulting, undated), and other documents. As noted on page 1 of Entech’s Study (Entech Engineering, Job No. 231065, August 25, 2023), the hazards and constraints identified on this site include artificial fill, expansive soils, shallow bedrock, and seasonally shallow groundwater, potentially seasonally shallow groundwater, and areas of flowing water. Entech makes appropriate preliminary recommendations for mitigating the site’s hazards. CGS has no objection to conditional approval of the sketch plan for the 3rd amendment for Sterling Ranch. We offer the following comments and recommendations. 1. Groundwater was encountered at 2 to 9 feet below grade during drilling, and Entech observed areas of ponded water in some locations. These test holes were drilled in July 2023 and three of the test holes were constructed as temporary piezometers. CGS recommends that these test holes be monitored through winter and spring. 2. We agree with Entech (page 8 of their report), “A minimum separation of 3 feet between foundation components and groundwater levels are recommended.” Entech states that “these areas will likely be filled during site grading,” however, they also note that the grading plans were not available.” Similar to other areas in the Sterling Ranch development, if shallow groundwater conditions exist and mitigation measures (such as filling the site or underdrain systems) are not possible, then NO basements should be permitted. 3. Page 8 of Entech’s report states, “In areas where high subsurface moisture conditions are anticipated periodically, subsurface perimeter drains are recommended to help prevent the intrusion of water into areas below grade.” As individual underdrains are typically tied to the storm sewer system or underdrain system that gravity discharges to a daylight outfall, CGS recommends that underdrain systems are designed early in the design stage (prior to preliminary plan approval) and noted on the plans. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions. The District has no comment as it appears that all of the requested changes occur in District 49. As for the balance of Sterling Ranch, District 20 comments have not changed. "Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC.
