Review 5: EPC Development Engineering minor comments (to be uploaded by Project Manager) were provided on the following items:
- Construction Drawings
- FAE - Highway 105 signal needs to be included in the FAE, as it is a county structure. Please provide an itemized estimate of the signal costs to show cost that will be shown on FAE. An example has been included that was done for a previous project.

Comments on FDR have been resolved.

Additional comments may be provided by City of Colorado Springs, as all signals are being transferred to COS for operations and maintenance and design will need to be compatible with their system.

Please note that a license agreement will be needed for the retaining wall built within El Paso County ROW.

Please note that a license agreement will be needed for the retaining wall built within El Paso County ROW. Also, after discussion with Engineering Manager, the public portion of the roadway improvements within the County ROW need to be included back in the FAE, as there is no mechanism in place for the County to acquire those funds to finish any improvements, if needed.

The District has no comments on this plan set, but for record purposes, will add the following notes. The District's consulting engineers are providing a change order plan set to incorporate the changes on the District's Highway 105 Phase A construction plans, as the construction drawings/plans at the intersection of Highway 105 and Jackson Creek Parkway are affected by these Jackson Creek Parkway plans. Thus, the District will be responding to this project with its own utility relocate plans during the existing construction for the Highway 105 Phase A project. The sanitary sewer main line will be re-aligned as a result of the retaining wall in these plans, so please ensure that final alignment is incorporated onto the as-built set. Woodmoor Water and Sanitation District (WWSD) is about to bid out a pipeline redesign package in response to El Paso County's Highway 105 Phase A Improvements. These utility redesign plans will be affected by the CDR HWY.105/JCP project's retaining wall on the southeast corner of the JCP/105 intersection. At this time, WWSD intends to place the existing utility redesign package for bid, and will supply a "change order utility plan set" for this portion of the Highway 105 Phase A project in response to the CDR HWY.105/JCP plan set. Please provide copy of TIS for project folder. EPC Capital Projects has the following comments/questions on the latest TIS submitted to them and City of Monument. Please refer to Alissa Werre @ AlissaWerre@elpasoco.com or 719-238-8080. Comments in purple boxes on CD's were also provided by Capital Projects.
- Please change the date to reflect the current submittal date and alleviate confusion.
- The Existing volumes for the northbound Knollwood approach and the westbound left turn are higher than what we projected for 2040; is this due to the future extension of Knollwood to Jackson Creek Parkway?
- The traffic analysis shows LOS E in the Long-Term for the northbound left-turn phase at Knollwood; if the 2040 projected traffic volumes for the northbound approach need to increase, then this movement could drop to LOS F
- Westbound left-turn phase at the Jackson Creek Parkway intersection
-- This movement is projected to operate at LOS A, which is very odd for a left turn during the peak hour (Figures
9, 11 and 13)
-- The calculation sheets show that LSC assumed that this movement would operate as a protected-permitted
phase, not protected-only as is typical for dual left-turn lanes (look at the westbound left turn onto southbound I-
25 and the eastbound left turn onto Woodmoor Drive)
-- This intersection should be reanalyzed with protected-only phasing for the westbound left-turn phase
- Northbound left turn at the Jackson Creek Parkway intersection
-- Why does this movement operate at LOS E in the Short-Term and LOS D in the Long-Term?
