Prior to the final plat we will require a utility plan showing the water lines and placemnt of the fire hydrnats. Fire hydrants as per the rest of the Mayberry development should folllow the Fountain Watre Department standards. Otherewise the Ellicott Fire Department has no objectins to this plat as described. Please provide additional information regarding the estimated water demand for this subdivision. The El Paso County Land Development Code creates a presumptive use amount for commercial uses of 0.1 gpd for each square foot of developed space. As there is no discussion in the Water Resources Report of the anticipated developed space on these commercial lots, it is not possible to determine whether the applicant’s estimated water demand, which uses EQRs and existing data on historical residential (not commercial) use, is reasonable. In addition, on pp. 1-2 of the Water Resources Report, an estimated demand of 0.164 afy per lot is proposed based on Table 1, whereas on p. 2 an estimated demand of 0.294 af/lot/yr is proposed based on Table 2 (which is labeled Table 1 as well). Standard Final Plat comments apply:
• Enumerations will review the mylar prior to plat for address placement, street names, and title block.
• A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. If for Filing 3, that plat is still under review, so does it make more sense just to have one agreement for both filings?

The site is not exposed to any geologic hazards or geotechnical constraints that would preclude the proposed final plat for the eight commercial lots. In past reviews for this development, CGS received CTL|Thompson’s (CTL) Geologic Hazard Evaluation (Mayberry Development aka Ellicott Town Center, Filings 1 through 4, Highway 94 and Log Road, Ellicott, Colorado, CTL|T Project No. CS18969-105, June 18, 2021). For this referral, we received CTL’s Geologic Hazards Evaluation and Preliminary Geotechnical Investigation (Mayberry – 540 Acre Site, CTL|T Project No. CS18969.004-105, dated March 13, 2023), however, it does not appear that any test holes were drilled within Filing No. 4. A test hole was drilled in CTL’s June 18, 2021 report within Filing No. 4. CGS agrees with CTL that the conditions that may pose hazards or constraints to development include expansive soil lenses, potentially collapse prone soils, shallow groundwater, and existing undocumented fill. As noted on CTL’s 2023 report, the following should be performed:

• “Design-level geotechnical investigations with additional borings should be performed subsequent to site grading and utility installation in order to better delineate areas of shallow groundwater.” (page 5)
• “Preparation of design-level geotechnical investigations for the proposed buildings to develop specific foundation recommendations for the design and construction of foundations and floor systems.” (page 11)
• “Foundation drains should be constructed around the lowest excavation levels of basement and/or crawlspace areas and should discharge to a positive gravity outlet or to a sump where water can be removed by pumping.” (page 12)

Provided CTL|Thompson’s recommendations are adhered to, CGS has no objection to the approval of the Filing No. 4 final plat. We offer the following comments.

1. Note 17 of the final plat (R&R Engineers-Surveyors, Inc., April 6, 2023) references a September 8, 2022 report. CGS has not seen this report during our previous reviews. This statement should be updated to reference CTL’s report prepared for this site.
2. The Natural Features Report (Kimley-Horn, undated) references Filing No. 5, not Filing No. 4.
