In order to establish mail delivery please submit the following to Elaine Kelly elaine.f.kelly@usps.gov and Rita Minnard oreta.j.minnard@usps.gov for approval:

• Development Plan.
• Make an appointment to go over pad locations and mailboxes.
• Building and Site plan showing proposed locations of mailboxes.
• Type of mail receptacle proposed for development.
• Mailboxes must be approved prior to purchase
• Final Plat with addresses.
• Type of Development (business/residential/mixed).
• Date of first occupancy.
• If the community is Apartments - a letter from the owner regarding oversized parcels. Can you clarify what this letter would look like?

Effective October 5, 2006, all new designs approved for NEW CONSTRUCTION AND MAJOR RENOVATION require U.S. Postal Service approved CBU’s to be installed.

Effective July 2020 all new apartment projects or apartment remodels must provide 1 parcel locker for every 5 mailbox compartments.


Once the information is submitted, we will follow-up with any additional questions and we will set up a time to discuss the project for final approval.

1. Street name Sam Bass Drive should be shown in the area of lots 25-32.
2. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door.
3. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
4. If underground service is needed prior to plat, submit a Utilities Addressing Plan (UAP), to Colorado Springs Utilities via the related link at https://www.csu.org/Pages/mapping.aspx For more information contact: Karen Carlton KCARLTON@CSU.ORG
5. Once addresses are received they will need to be placed on the plat.
6. FINAL PLAT:
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org;
Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. Academy District 20 is in receipt of File# SF2218.

Academy District 20 is requesting land dedication in lieu of fees per the existing El Paso County Code for all residential development within the Sterling Ranch Sketch Plan located within District boundaries as previously requested for all residential development within Sterling Ranch. The District is requesting that fees NOT BE collected as per previous responses regarding Sterling Ranch. The District is aware that Classic Homes is assuming the development of Sterling Ranch and that 2 school sites will be reserved within the Revised Sketch Plan. The District is waiting to receive information regarding an agreement between the county and Classic Homes which will clarify the Districts' request for land dedication for all of Sterling Ranch. The District intends to utilize the land credits for ALL of Sterling Ranch in the future to pay for the sites being proposed by Classic Homes.
