The applicant has requested a meeting with Parks and Community Services staff to discuss the alignment of the El Paso County Primary Regional Trail through the project site. Parks staff has consistently provided comments seeking an easement closely aligned along Hwy 94. The applicant is requesting this trail corridor be moved off-Hwy 94, thought the proposed Mayberry sketch plan area and has requested a December Park Advisory Board hearing so this request can be discussed. The site is not exposed to any geologic hazards or geotechnical constraints that would preclude the proposed residential and commercial use. CGS agrees with CTL|Thompson (Geologic Hazard Evaluation and Preliminary Geotechnical Investigation, Mayberry – 540 Acre Site, State Highway 94 and Log Road, El Paso County, Colorado 3/13/2023) that the primary development constraints are expansive and collapsible soils and shallow groundwater. As noted in CTL’s report, the following should be performed:
• “preparation of design-level geotechnical investigations for the proposed buildings to develop specific foundation recommendations for the design and construction of foundations and floor systems.” (page 11)
• “Foundation drains should be constructed around the lowest excavation levels of basement and/or crawlspace areas and should discharge to a positive gravity outlet or to a sump where water can be removed by pumping.” (page 12)

These recommendations should be included in the plans. Provided CTL’s recommendations are adhered to, CGS has no objection to approval of the sketch plan amendment as proposed. We offer the following comments.

1. Groundwater was encountered at depths ranging from 12 to 22 feet below the ground surface and at depths of 10.5 to 15 feet when measured days later. During preliminary plan stages for future phases, site-specific data should be collected to evaluate the potential for shallow groundwater. If significant grading or below-grade levels are planned, the potential for shallow groundwater will require further evaluation. Investigations for natural fluctuations in shallow groundwater should include monitoring programs that can be used during preliminary and final plans using site-specific groundwater elevation data.

2. The letter of Intent (undated) states, “the water supply currently committed to Filings 1, 1A, 2, 2A, 3, 4, and 5 and available for proposed future filing(s) of about 100 single family residential homes is of the quantity, quality, and dependability required by Section 8.4.7 of the El Paso County Land Development Regulations. Proof of water supply quantity, quality, and dependability for the remaining portions of the sketch plan development will be provided in phases with future development plan review submittals.” The availability of groundwater for new developments can be problematic and is becoming more so due to drought and dwindling water resources. CGS recommends that the basis of assumptions of available groundwater for future phases of this project be provided to the county for review during preliminary plan stages.
