Per the FDR, the detention pond is or will be maintained by an HOA. The correct template for the Detention Maintenance Agreement is attached. Please note the following: 1. All property owners named on the final plat must be signatories to the DMA. 2. Exhibit A is a legal description of the subdivision property, not the entire plat. 3. Exhibit B is a legal description of the off-site easement on which the pond lies. A depiction of the easement area would also be helpful. 4. If the owner of the property on which the off-site easement lies is different from the subdivision property owners, then that property owner must also be named and a signatory to the DMA. |

The Final Plat (Drexel, Barrell & Co., 9/21/2023) and Construction Documents (Drexel, Barrell & Co., 9/20/2023) reference an 8/25/2015 preliminary geotechnical investigation by Ground Engineering Consultants (Note 7), and the Construction Documents (Sheet 38, Note 28) references the same report as well as a soils report performed by Rocky Mountain Group, dated 9/26/2022. Note 7 of the final plat references potentially seasonally high groundwater and floodplain. To date, only CTL’s 8/5/2021 report was provided with the referral documents. These additional reports should be provided, or the final plat and construction documents should be updated to reference the CTL report. CTL states (page 8), “no basements are planned,” only crawl space construction. The final plat should be updated to include the Geologic Hazards associated with the site (i.e., undocumented fill, hydrocompactive/collapsible soils, etc.) and a statement indicating “no basements are allowed" within this development. Low blow counts were measured in some of CTL’s borings. The site-specific, design-level geotechnical investigations should further evaluate the collapse potential below the proposed structures. Development Plan 1. Tract A Elk Grove Villa Townhomes Fil. No. 1 should be Elm Grove Villa Townhomes Fil. No. 1. Please update the Civil Plans to show the correct subdivision name. 2. How tall are the retaining walls? If over 4’ in height a separate address and permit will be required. One address will be assigned for all retaining walls. 3. Internal note: The lots have been reconfigured, this area has not been addressed yet so no need to revise addressing. 4. Street names have been approved previously. Although the development has been slightly reconfigured, it appears there has been no update on the street names. Standard comments apply for the Development Plan, previously stated in the PUD review: • For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door. • Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing. Final Plat Standard comments apply for the Final Plat: • Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. • A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment. Currently, the total fee for addressing fee will be $980.00 for lots, tracts (Tract A no address needed; Tract B two addresses = $10.00; Tract C 5 addresses $30.00; Tract D no addresses needed), total $40.00. Total plat fee $1,020.00. • A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Please email the Enumerations staff member that reviewed your project. BeckyA@pprbd.org • Pre-plat reviews will be reviewed in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
