Pike Solar Site Development Plan
Description
Request to develop 175 MW solar facility including single-axis tracker arrays with photovoltaic modules capable of generating up to 175 AC MW and a potential of 25MW Battery Energy Storage System. This project will have an 1,350-acre solar array siting envelope within the 4998.37 Acres WSEO Boundary on land owned by the City of Colorado Springs . The project will also include 35-kv medium voltage feeders to the project substation, a centralized project substation and overhead high-voltage AC feeders to the Williams Creek substation. Expansion of the Williams Creek Substation and 230 kV lines are included in the 1041 request.

Installation of approved site-specific landscaping is required prior putting a water storage tank or utility facility into operation. The site-specific landscaping is subject to the following standards:
• Rural and Remote Areas: In rural and remote areas landscaping, screening and erosion control measures shall be tailored to the nature and character of the area and the type of facility or structure contemplated. Site-specific landscaping shall, at a minimum, include revegetation of disturbed areas with materials indigenous to the site or otherwise adaptable.

"At least six (6) months prior to the initiation of decommissioning activities, Developer shall prepare a Project Decommissioning and Site Restoration Plan (“PDSRP”) prepared in sufficient detail to identify, evaluate, and resolve all major deconstruction, environmental, hauling, and public health and safety issues reasonably anticipated by the Developer on the date thereof and submit the same to the County for review and approval. The PDSRP shall describe the process that will be used to evaluate the options and select the measures that will be taken to restore, reclaim, or preserve the project site and to otherwise ensure the protection of the public against risks or dangers resulting from the project decommissioning. The PDSRP shall address provision for funding or bonding arrangements to meet the project site restoration or management costs and it shall include an estimate of market value of the equipment and salvage value of all other equipment and materials that do not have value at resale."

1. Address change is pending for the Colorado Springs Utilities Pump Station. The existing address is 10853 Squirrel Creek Road. The new address is shown on page G101 of the WSEO overlay map. A request in writing for the address change is still pending. Please submit this information.
2. Have the signs been ordered for the streets. Once these are up the address change can be processed.
3. I am not finding the site plan for the location for the north and south guard shack location that will need electric service. Can you please send this to me in an email.

Section 4.3.3 of the Integrated Noxious Weed Management Plan states:

- Following the initial post-construction survey, the study area shall be surveyed for noxious weeds once every five years during the growing season. The survey shall be used to inform whether additional treatment is required. The priorities outlined in Section 4.2 Project-specific Weed Management Priorities shall be used to guide and focus treatments.

- Appendix AF – Parks and Trails Proposal
Utilities recognizes that as part of the El Paso County Trails Master Plan that was developed in 2013, a public access trail corridor is depicted through the City of Colorado Springs owned property known as Lower Williams Creek Reservoir site. At this time, Utilities cannot approve a public access trail corridor through the site due to potential safety concerns, state and federal regulations, and construction and operational plans. Utilities is committed to continuing to work with El Paso County Parks for potential alternatives for the planned trail system in this area.

- Colorado Springs Utilities recognizes that the pre-construction, construction, and post-construction requirements stated in the Pike Solar natural resource plans are the responsibility of the permit holder and not the responsibility of the property owner (i.e., City of Colorado Springs) or the property manager (i.e., Colorado Springs Utilities).

Any activity including grading, proposed landscaping, erosion control or similar activities involving our existing right-of-way will require Public Service Company approval. Encroachments across Public Service Company’s easements must be reviewed for safety standards, operational and maintenance clearances, liability issues, and acknowledged with a Public Service Company License Agreement to be executed with the property owner.
