1. Contact Enumerations when addressing is needed. When addressing is received they will need to be placed on plat.
2. Standard Final Plat comments: 42 lots & zero tracts with addresses. Total plat fees due for this project is $420.00.
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tracts then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. You can also add a drawing to the legal descriptions in Exhibit B. Strike the word "Easement" from "Stormwater Facilities Easement Area" in paragraph 3. Please make sure there is an Exhibit D as referenced in paragraph 4. Provide detailed discussion and analysis addressing channel stability as compared to DBPS recommendations or confirm DBPS recommendations. Provide complete hydraulic analysis including shear stresses. Add discussion comparing channel information to the Haegler DPBS (velocity, flow depth, shear stress, etc.) for the channel through the site to the south boundary of Saddlehorn Ranch.

FAE needs to be updated to 2024 form.

1. The street name CANELITO PLACE, has not been replaced with the approved street name ROSCSO TRAIL. CANELITO PLACE is now being used for Filing No.4. Please replace. Street name COCHITI PLACE is now being spelled with 2 (T’s). This street name was approved with 1 (T) prior. Detail D shows 1 (T). Which spelling will be used. Please get this spell approved with E-911 if you are using 2 (T’s). The spelling of 1 (T) was approved prior.

In response to our 6/7/2023 comments, a note was added to the final plat for Filing 3 (J.R. Engineering, 7/19/2023). General Note 19 states, “The following lots (1-8, 10, 11, 23-25, 28-33, 38) have been found to be impacted by geologic hazards (shallow groundwater)…Site-specific investigation including groundwater monitoring/observation on every lot within Filing No. 3 is required to determine soils conditions and determine depths to water and fluctuations in groundwater levels. The lowest floor levels should be constructed a minimum of 3 feet above water levels.”

Provided a groundwater monitoring/observation program is performed on each lot to determine the fluctuation of water levels, CGS has no further comments.

In response to our 3/16/2023 comments, Entech provided a revised report (Revised 5/17/2023) and Response letter (4/26/2023) that presents more groundwater data and specific lots in which shallow groundwater conditions are a concern. Based on the data, groundwater measurements were obtained in 4/3/2019, 10/6/2022, and 4/20/2023 from various test holes/pits within Filing No. 3.

On 4/3/2023, CGS, the El Paso County Planner, and project team members met via Microsoft Teams to discuss CGS’s 3/16/2023 comments and recommendations. CGS indicated the need for a discussion on groundwater fluctuations from the geotechnical consultant (Entech). Groundwater measurements from various test holes/pits around the site for a portion of the year does not constitute a groundwater monitoring/observation program. As stated numerous times for this development, this monitoring should include measurements/observations through fall, winter, summer, and spring.

As noted in Entech’s 4/26/2023 letter and revised report, a proposed plat note was provided listing specific lots in which shallow groundwater was encountered. CGS recommends the following statements in the proposed plat note be revised (similar to the Final Plat for Filing No. 2, General Note 26):

• “Structures should be constructed a minimum of 3 feet above water levels” revised to “The lowest floor levels should be constructed a minimum of 3 feet above water levels”.

• Also, instead of “Investigation on each lot….”, revise to “Site-specific investigation including groundwater monitoring/observation on every lot within Filing No. 3 is required to determine soils conditions and determine depths to water and fluctuations in groundwater levels.”

These plat notes should be included in the Final Plat for Filing No. 3.

1. Label lots 14-16 with the street name to this area. Looks to be Cochiti Place from the Concept plan.
Street name Atoka Court was not an approved street name per El Paso-Teller County 9-1-1 Authority.
2. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
3. Final Plat comments;
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org (Please email the Enumerations staff that reviewed your project).
d. Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment.
