Due to a clearance letter from US Fish and Wildlife never being provided, it will be a required document due to the floodplain and mouse habitat. Previous planner never required this document by I am at this time.

FLOOD PLAIN CERTIFICATION
According to the National Flood Insurance Program, Flood Insurance Rate Map Panel 08041C07340G with an effective date of December 7, 2018, the subject property is located in Zone A 100 year floodplain. Draft model backed BFEs and floodplain extents for this area have been developed as part of Phase 1 for the ongoing El Paso County, CO, Risk MAP Project”. The data has been reviewed and approved through FEMA’s QA/QC process (May 11, 2022) and is currently in the MIP (Case No. 19-08-0037s). The Phase 1/Base Level Engineering outputs and Zone A ready deliverables are, under the following folder: K:/FY2019/19-08-0037S/Discovery - BLE - El Paso and Teller Counties, CO - FY18 - 04/Discovery Data Capture - Discovery Data Capture - El Paso and Teller Counties, CO - 01/El Paso_Discovery_1. Floodplain extents and Base Flood Elevations (BFEs) shown hereon include both current effective and CWCB Phase 1 data.

Applicant may also consider pursuing a variance/appeal in accordance with RBC 313.17.1 and RBC 313.17.2
If the board approves the variance to use locally approved BFEs vs FEMA approved BFEs then we could show those on the plat along with the current extents and the new draft CWCB extents as well as any new areas identified during the work map process.

Since my comment to John Green December 6. 2021, the FEMA/CWCB risk map program has produced draft results of their A zone Base Level Engineering (BLE) study (attached). Unfortunately the FEMA study did not establish Base Flood Elevations (BFEs) for all A zones in the county including portions of this site. The remaining Base flood elevations and revised AE zone mapping approved by FEMA will be required to be shown on the final plat. The new mapping and BFEs will need to be approved by FEMA via the Letter Of Map Revision (LOMR) process, and must be effective prior to plat. 2/6/2024 1:50:25 PM

1. It appears 911 Authority, is requesting a private street be named for this subdivision. Enumerations agrees. Please submit for street approval through their website/street name database. Send Becky Allen the approval email, beckya@pprbd.org.
2. Address changes for the existing residence 12420 N Meridian Rd, and the guest house 12410 N Meridian Rd will need to be processed due to access to the new street. An address change request will need to be submitted to Enumerations prior to recordation of the plat and we will process the address change when the mylar is submitted for Enumeration approval. 3. Once the street has been named and 911 approval sent to Becky Allen; we can address the lots. Beckya@pprbd.org.

Final Plat comments apply:

• Enumerations will review the mylar prior to plat for address placement, street names, and title block.
• A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
• A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. BeckyA@pprbd.org (Please email the Enumerations staff that reviewed your project).
• Mylar reviews will need to be performed in person. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. As requested by the county (email, May 1, 2023), the Colorado Geological Survey (CGS) has reviewed the submittal (File # MS235, located at 39.0113, -104.6101). Documents relevant to our review included a Soil, Geology, and Geologic Hazard Study, Double Spur Ranch, 12420 North Meridian Road, Parcel No. 52130-00-007, El Paso County, Colorado (Entech Engineering, Inc. Job No. 222160, November 30, 2022)

CGS agrees, in general, with Entech’s interpretation of site geology and their identification of geologic hazards and constraints, and the mitigation they have recommended for these conditions. CGS has no objection to the planned development, provided all Entech’s recommendations are strictly followed.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.

Colorado Parks and Wildlife (CPW) has reviewed the plans for the Double Spur Ranch Minor Subdivision in El Paso County. Colorado Parks and Wildlife (CPW) is in receipt of the above referenced permit application and is familiar with the site. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.
