1. The July 8, 2024 letter from the Division of Water Resources references an updated letter of commitment, dated April 9, 2024. Please upload this letter. The current uploaded Commitment Letter provides for less the estimated demand in the WSIS and WRR.
2. The Water Resource Report states that the Exchange Agreement and Water Allocation Notice attached thereto serve as the supplemental water service agreement required by the District in its commitment letter. Please have the District confirm this in writing.
3. Please review the Land Development Code 8.4.7(B)(7)(d) - Presumptive Use Values. Based on this, the estimated demands for the single-family residences, multi-family residences and irrigation are below what is required per unit. Please provide justification for the lower amount. This can include, for example, information about demands observed by Woodmoor for similar uses in the area.

CDOT does not anticipate that the development would likely interfere with CDOT access - a CDOT Access Permit will not be required at this time.

• CDOT would like to review new any traffic, drainage and improvement related submittals for the development including: traffic studies, trip generation, drainage reports or letters, ICAT.
• Whenever there are significant changes in the use of a property which will affect access operation, traffic volume and or vehicle type, the permittee or property owner shall contact CDOT to determine if an access permit and modifications to the access are required.

The Traffic Impact Study for Waterside dated January 19, 2024 has been sent to a CDOT Traffic Manager; their comments are forthcoming.

While we wait, the Water Supply Information Summary states that the total water demand includes irrigation, however, the Water Resources Report does not specify whether the 0.269 per dwelling unit is for indoor use only - or includes irrigation. After review of the PUD plan set for Waterside at Lake Woodmoor, Woodmoor Water & Sanitation District No 1 has the following comments/questions:

1. The district will need easements via separate written document(s) for utilities located within the boundaries of private roads.
2. Easement vacations will need to be by separate written instrument, as well.
3. Is 24 ft enough road width for all of the utilities and account for potential roadside parking, if allowed?
4. Is the arc radius within Barnett View able to meet the minimum utility curve radius allowed by WWSD (200 ft)?

All utilities outside of rights-of-way will need platted "public utility easements" that are to each side 10' from center if water and 15' from center if sanitary sewer.

Please see my comments below for the Waterside PUD/SP:

1. This area was called the Waterside Condominiums back in 1980, the area has assigned lots but has not been addressed. It now appears this submission has changed the Waterside Condominiums configuration and will now go by Waterside at Lake Woodmoor.
2. It appears the two street names have been approved by El Paso/Teller County 911 Authority.
3. Mail kiosks, carports, trash enclosures over 7’, retaining walls over 4’, etc. will need separate addresses and permits. Please clearly indicate these locations so we may address these separate items.

Standard Development Plan comments apply:

1. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
2. If underground service is needed prior to plat, submit a Utilities Addressing Plan (UAP), to Colorado Springs Utilities via the related link at https://www.csu.org/Pages/mapping.aspx For more information contact: Karen Carlton KCARLTON@CSU.ORG

Colorado Geological Survey has reviewed the Waterside PUD preliminary plan referral. The applicant proposes to divide 7.53 acres to create 52 townhome lots at the north end of Woodmoor Lake near the intersection of Woodmoor Drive and Deer Creek Road in Monument, Colorado. Included with this referral were the request for CGS review (7/19/22), letter of intent (N.E.S., Inc., 7/2022), Preliminary Drainage Report (Classic Consulting, 7/2022), Geologic Hazards Evaluation and Preliminary Geotechnical Investigation (CTL Thompson, Inc. Project CS19463-115, 7/27/2022), Natural Features, Wetland, Wildfire, Noxious Weeds & Wildlife report (Ecosystem Services, LLC., 5/23/2022), and the PUD Development Plan (N.E.S., Inc., 7/5/2022).

The portion of the site considered for development is outside the limits of the FEMA floodplain (FIRM Map No. 08041C0276G, December 7, 2018), however, the east/southeast portion does lie within the area prone to surface flooding by a 100-year event. CGS recommends the area designated as a floodplain should be shown as a “no-build area” on the development plans.

CTL identified the following anticipated geologic hazards and constraints to development: expansive soil and bedrock, shallow hard bedrock, erosion, and flooding. CGS agrees that this list represents the possible geologic hazards and constraints at the site. CTL’s geologic hazard report contains appropriate recommendations for mitigating the site's potential development constraints. Provided CTL’s recommendations, including grading and subsurface drainage control, are adhered to, and lot-specific investigations and analyses are conducted for use in the design of individual foundations, CGS has no objection to approval of the preliminary plan application as submitted.
