Description
Request to develop 175 MW solar facility including single-axis tracker arrays with photovoltaic modules capable of generating up to 175 AC MW and a potential of 25MW Battery Energy Storage System. This project will have an 1,350-acre solar array siting envelope within the 4,998.37 Acres WSEO Boundary on land owned by the City of Colorado Springs . The project will also include 35-kv medium voltage feeders to the project substation, a centralized project substation and overhead high-voltage AC feeders to the Williams Creek substation. Expansion of the Williams Creek Substation and 230 kV lines are included in the 1041 request.

Additional coordination will be required with CDOT and the City of Fountain at the Site Development Plan stage; conditions of approval will reflect this.

The development agreement is still under review and revisions will be provided to you when available.

The TIS, Conceptual Drainage Report and GEC Plan are acceptable for the WSEO submittal; additional final comments may be provided and final approvals will be needed with the Site Development Plan.

Floodplain impacts will be addressed at the Site Development Plan stage.

The County Road Impact Fee program was updated in December 2019, requiring ALL new land development to construct or contribute to the costs of construction of major collectors and arterials equitably on a cost per trip basis. (This is based on typical site traffic after construction during normal operations.) PCD Staff will be working with EPC DPW Staff to determine a fair and equitable fee structure for low trip generating land uses such as this one. The proposed fee structure will be provided when available.

1. Please show the locations of the assigned street names accepted by El Paso/Teller 9-1-1 Authority, on the WSEO overlay map page 1. Substation Drive & Irradiance Drive are shown as one road and should not be.
2. The access road from Squirrel Creek Road to the north of this project has been assigned the street name Williams Creek Road. Areas 1 & 2 was assigned the street name of Whitetop Way and the assigned addresses from this named road east of Williams Creek Road (11685 Whitetop Way, 11680 Whitetop Way). Areas 3, 4, & 5 was assigned the street name of Arrays Place and assigned addresses from this road off of Williams Creek Road( 11990, 12850, 13536 Arrays Place). Area 6 was assigned an address from Williams Creek Road (13765 Williams Creek Road). Areas 7 & 8 was assigned the street name Kochia Court and addressed from this road east Substation Drive (11145, 11916 Kochia Court).
3. All access roads that were assigned a street name need street signs posted. When will the street signs be posted?
4. Address change to the Colorado Springs Pump house is pending the posting of the street sign Williams Creek Road. Please clarify when this sign will be posted. The current address is 10853 Squirrel Creek Road and is to change to 13875 Williams Creek Road. See link to information needed for the address change. https://www.pprbd.org/File/Resources/Downloads/Addressing/REQUEST_TO_CHANGE_ADDRESS.pdf 54. Each array area will be fenced and has received a separate address for areas 1-8. These addresses are to be posted on either end of each access gate to that gated area.

6. Site lighting, where is the service for the site lighting coming from? Are there to be new meters? Please clarify. If new meters show the locations so that a new address can be assigned..

CGS previously provided comments on this project on 5/25/21. Pertinent new work accompanying this submittal include a Preliminary Drainage Report (CORE Consultants, Inc. 7/21), a revised Geotechnical Engineering Report (Terracon, 8.30.21) and Geologic Hazards Study (Kumar, 8.30.21). These reports satisfactorily address our previous comments. Provided the recommendations and design criteria presented by the consultants in these reports are strictly adhered in the development of the solar array and its infrastructure CGS has no objection to the project as planned.

Enumerations has the following comments;

1. Once the existing drive access into the development is named, Enumerations will need a request to change the address 10853 Squirrel Creek Road, which is the Colorado Springs pump house, on this extension of road informally being addressed from Squirrel Creek Road.

2. The Project substation, Pike Substation will be assigned an address.
3. I believe the Bess area will be assigned an address, need further clarification. The fencing around the Bess area is 6’ therefore, does not meet the requirements base on height to have an address assigned or a separate permit issued.
4. The operations maintenance building and the shed are one in the same structure and will be assigned a separate address.
5. Once the street names have been assigned and approved, Enumerations will move forward with addressing each area (each fenced area-site 1-8), equipment and structures.
6. Permanent signage with the addressing on the signs, will need to be posted at each fenced area.
