Falcon Highlands Minor Sketch Plan Amendment
Description
Applicant proposes to increase the open-space area, within the amended portion of the Sketch Plan. Amended portion of the approved sketch plan is less than 25% of the overall sketch plan and density. Applicant proposes detached single-family homes, landscape, and detention ponds, in addition to a buffer between the existing residents and the proposed amended area. A site specific PUD plan is proposed for the rezoning which will require Planning Commission and Board of Country Commissioners Approval.

On the Subdivision Summary Form:

Estimated water requirements are within the range of proposed dwelling units, but this value should show the full range between lowest amount of proposed units to highest amount of proposed units.

Estimated Sewage Disposal Requirement should show the range of gallons per day. The number provided (172) is per dwelling unit and not representative of the entire proposed subdivision.

Please not the letters of feasibility from Falcon Highlands Metro District (FHMD) were not uploaded. A duplicate report was.

Both Woodmen Hills Metro District and FHMD have concerns about the density proposed.....Please provide correspondence or updated documentation re: feasibility.

Sketch plan amendment to allow up to 400 single family detached lots on 114.9 acres located in the southern portion of Falcon Highlands (38.929, -104.6199). CGS has previously reviewed numerous Falcon Highlands referrals, Entech's 6/16/2005 Groundwater Investigation, Entech's 1/24/2002 revised Soil and Geology Study, and at least one more recent addendum to Entech's Soil and Geology Study.

No geologic hazards are known or suspected to be present that would preclude the proposed increase in density. However, CGS strongly recommends that the County require an updated preliminary geologic hazard/soils/geotechnical investigation, based on current development plans, to be submitted and reviewed by CGS at Falcon Highlands Filing 3 preliminary plat. (In an 11/3/2021 email requesting deferral of CGS review for this sketch plan amendment, Jason Alwine with Matrix stated that a future Falcon Highlands "PUDSP/ Preliminary Plan will illustrate much more detail such as proposed number of units, streets, detention ponds, open space etc. At that time a new and updated Geo Hazard/ Prelim Soils Report will be included for review." Potential development constraints that should be evaluated include shallow groundwater, expansive and collapsible soils, and shallow, highly expansive bedrock. The report should include recommendations specific to Filing 3 regarding: basement feasibility; subsurface drainage; the need for, depth, and estimated lateral extent of overexcavation, based on grading plans, to mitigate shallow, highly expansive bedrock, if overexcavation is proposed to reduce the use of drilled piers and structurally supported floors; foundations, floor systems, pavements, etc. If overexcavation is proposed, it should occur on a filing-, phase-, or at least block-wide basis, and must be performed prior to installation of wet utilities.

Proposed densities are beyond what was originally planned, and Falcon Highlands Metro District cannot support buildout projections of this development with current infrastructure. However, further discussions are being had and planned with the developer in order for FHMD to support this development.

Water Resources and Wastewater Disposal Reports have been provided that outline additional needs for this development to move forward. Since this is only a Sketch Plan Submittal, exact water and wastewater needs are not yet know. Once in the Preliminary Plan stage, those needs can be determined more accurately.
