The pipe appears to be unaffected by the construction zone. In the case that the contractor or construction crew are unaware of the pipe's existence, they may be notified.

Please see May Comments from staff and address them. Also, please see new requirement sent via email and below regarding the allowance of window wells in drainage easements. Please submit the PUDSP amendment to EDARP identifying the allowance of window wells.

Plat documents:
For lots proposed to have window wells encroach into drainage easements, the final drainage report shall provide design calculations for various potential cross sections and side lot swale slopes between the lots. A detailed grading plan depicting the differential elevations (depth of swale, depth of water at 100 year flow, and height of window wells) shall be submitted with final plat(s).

Amended PUDSP Development guidelines language:
“Window wells shall not be permitted in the drainage easements unless the final drainage report and grading erosion control plan associated with the final plat(s) provide design for said window wells. “

Criteria for Approval. In approving a final plat, the approving authority shall find that:
• The subdivision is in conformance with the goals, objectives, and policies of the Master Plan;

• The subdivision is in substantial conformance with the approved preliminary plan;

• The subdivision is consistent with the subdivision design standards and regulations and meets all planning, engineering, and surveying requirements of the County for maps, data, surveys, analyses, studies, reports, plans, designs, documents, and other supporting materials;

• Either a sufficient water supply has been acquired in terms of quantity, quality, and dependability for the type of subdivision proposed, as determined in accordance with the standards set forth in the water supply standards [C.R.S. § 30-28-133(6)(a)] and the requirements of Chapter 8 of this Code, or, with respect to applications for administrative final plat approval, such finding was previously made by the BoCC at the time of preliminary plan approval;

• A public sewage disposal system has been established and, if other methods of sewage disposal are proposed, the system complies with State and local laws and regulations, [C.R.S. § 30-28-133(6)(b)] and the requirements of Chapter 8 of this Code;

• All areas of the proposed subdivision which may involve soil or topographical conditions presenting hazards or requiring special precautions have been identified and that the proposed subdivision is compatible with such conditions [C.R.S. § 30-28-133(6)(c)];

• Adequate drainage improvements are proposed that comply with State Statute [C.R.S. § 30-28-133(3)(c)(VIII)] and the requirements of this Code and the ECM;

• Legal and physical access is provided to all parcels by public rights-of-way or recorded easement, acceptable to the County in compliance with this Code and the ECM;

• Necessary services, including police and fire protection, recreation, utilities, and transportation systems, are or will be made available to serve the proposed subdivision;

• The final plans provide evidence to show that the proposed methods for fire protection comply with Chapter 6 of this Code;

• Off-site impacts were evaluated and related off-site improvements are roughly proportional and will mitigate the impacts of the subdivision in accordance with applicable requirements of Chapter 8;

• Adequate public facilities or infrastructure, or cash-in-lieu, for impacts reasonably related to the proposed subdivision have been constructed or are financially guaranteed through the SIA so the impacts of the subdivision will be adequately mitigated;

• The subdivision meets other applicable sections of Chapter 6 and 8; and

• The extraction of any known commercial mining deposit shall not be impeded by this subdivision [C.R.S. §§ 34-1-302(1), et seq.]

Mountain View Electric Association (MVEA) has no objections to the currently listed lot line easements on plat. MVEA requests open space, drainage, and landscape tracts have a ten (10) foot boundary utility easement, except for one side of Tract G. In Tract G, the side adjacent to Fontaine Blvd, MVEA requests a twenty (20) foot utility easement. MVEA will work with the developer should additional easements be required to serve this subdivision. Regarding a request for approval of a final plat for The Hills at Lorson Ranch Fil. No. 1, Enumerations has the following comments:

1. The applicant has provided a copy of this plat to Enumerations for address assignment. Once the addresses have been returned, they need to be placed on the plat.
2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
3. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
