2. Once the development plan is approved contact Enumerations to get the project placed on a list to be addressed.
3. Standard Final Plat Comments:
A. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
B. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
C. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org; (Please email the Enumerations staff that reviewed your project).

*New standard comment*: All mylar reviews will be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. If you would like an in person review, you will have to make an appointment on our website.

With this referral, we received a request to provide Review Comments (Email dated September 13, 2021); a copy of the Application Form (signed August 5, 2021); and Final Plat (LWA Land Surveying, Inc., June 29, 2021). The updated soils and geology report (Cornell Engineering, June 15, 2020) was provided with the original submittal on September 10, 2020.

The Colorado Geological Survey (CGS) previously reviewed this submittal and presented our comments on October 1, 2020, and February 15, 2005 (CGS Review No. EP-05-0039). CGS has no objection to approval of the final plat. We offer the following comments and recommendations (some of which are repeated from our previous correspondence).

As noted in Cornell Engineering’s report (page 2), “Increased surface flows, particularly along the north rim of Burgess Creek drainage basin flowing into the channel below where slopes are much steeper, can be expected,” and “avoidance of areas of increased erosion potential (i.e. along steep slopes or below steep slopes) is highly recommended.” Lots 6 through 9 (Final Plat, LWA Land Surveying, June 29, 2021) are located north of Burgess Creek and are associated with steeper slopes. CGS recommends that erosional setbacks associated with Burgess Creek be evaluated and, if necessary, included in the drainage plans. Proposed structures should be located outside these setback limits. CGS agrees with Cornell Engineering “An erosion control plan for the site and re-vegetation of disturbed areas are also highly recommended.”

Additionally, CGS recommends:

1. Site-specific geotechnical investigations must be performed for each lot once the building locations have been identified. These investigations should consist of drilling, sampling, lab testing, and analysis to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential; identify potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of a full-depth basement, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes.
2. Site-specific septic investigations, including percolation testing, should be performed prior to building to determine design parameters and whether engineered systems are needed. Septic locations should remain out of drainage swales.
3. Minimal ground disturbance and best management practices during construction should take place to minimize erosion. Prompt reseeding should follow construction to re-establish ground cover and reduce noxious weed growth.
4. Building sites should be located in areas where building and septic footprints will not encroach on the natural drainage swales or drainage easements.

Note: Requirement I of County Attorney letter dated June 8th requires the following:
I. Prior to recording the final plat, Applicant shall upload to eDARP a current Water Resources Report that meets the requirements of Section 8.4.7 (B) of the Land Development Code. Applicant shall also upload to eDARP a corrected Letter of Intent which reflects the water demand of 8.4 acre-feet instead of 9.9 acre-feet as currently indicated.
