With this referral, we received the final plat (Land Development Consultants, Inc., 12/20/2020), letter of intent (Land Development Consultants, Inc., 5/20/2022), soils and geology study (Rocky Mountain Group (RMG), 6/24/2022) that includes the soils reports for Lots 2 and 3 (Geoquest, LLC, 10/25/2021 and 10/20/2021), and other documents. RMG’s characterization of the geology and geological hazards within the site is valid. Provided RMG’s and Geoquest’s recommendations are adhered to, and open-hole observations are performed as recommended by Geoquest, CGS has no objection to approval of the minor subdivision. We offer the following comments and recommendations. 1. A note should be added to the final plat referencing the soils and geology study and soil reports for lots 2 and 3. 2. Geoquest indicates that vertical slab movement of up to three inches should be expected after the removal of expansive soils within lot 2. Geoquest anticipates less potential vertical movement for lot 3. The applicant, owner, and future owners should be aware of the potential for movement at these sites. 3. RMG denotes the proposed build sites for lots 2 and 3 in topographic flat areas, setback from steep drainages and the 100-year flood boundary of Kettle Creek associated with slope instability, flooding, and erosion hazards. CGS recommends that erosional setbacks associated with Kettle Creek and the steep drainages be evaluated and, if necessary, included in the drainage plans. Erosion control measures should be implemented in areas of surface runoff. 1. Please add the street name Parallax Heights to the final plat in its location. 2. Lot’s 2 and 3 appear to be accessing from Creek View Road. Please place the following addresses on the plat in the location of the markers, Lot 2 is 4225 Creek View Road and Lot 3 is 4265 Creek View Road. 3. Add the existing address in the location of the address markers for Lot 1 (11550). Standard final Plat comments apply (fee for this plat will be $20.00 for the two new addresses) 1. Enumerations will review the mylar prior to plat for address placement, street names, and title block. 2. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment. 3. Review 1 comments will be uploaded by the project manager for the following documents: -Drainage Report -Soils and Geology Report -Final Plat Submit a grading and erosion control plan or a set of construction drawings for the grading that is expected to be done for the driveways and channel improvements. Submit an ESQCP permit and associated SW documents in the next submittal since the 500 CY of fill will most likely be triggered with the construction of driveways. The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website. https://csfs.colostate.edu/media/sites/22/2021/04/2021_CSFS_HIZGuide_Web.pdf In addition, we recommend that all wildfire mitigation be completed before or during dwelling construction. *we recommend that the applicant replace the document "Creating Wildfire-Defensible Zones no. 6.302" with the updated HIZ Guide referenced above and attached. 6.302 is no longer supported by CSFS |
