Entech Engineering’s report (Entech Job No. 201421; July 22, 2020) identified uncontrolled artificial fill, frost heave, potentially unstable slopes adjacent to Sand Creek, expansive soils and claystone bedrock, flooding along Sand Creek, and potentially seasonal shallow groundwater areas as geologic hazards and constraints impacting the proposed development. As stated in our previous comments (August 25, 2021), Entech provides a good description of the site’s subsurface conditions based on eight test borings and laboratory testing results and makes appropriate recommendations for mitigation of these hazards. Additionally, sheet 25 of the revised Preliminary Plan (N.E.S. Inc., February 15, 2022) states, “Potentially unstable slopes will be mitigated with regrading to slopes no greater than 4:1 and use of retaining walls per the recommendations of the soils report. This will be addressed with final design.”

CGS’s August 25, 2021 review comments for this project remain valid and are generally repeated below.

Seasonal Shallow Groundwater: Entech identifies potentially seasonal shallow groundwater areas in Figure 7 of their July 22, 2020 report. Groundwater levels ranged from 8.5 feet to 18.5 feet below ground surface in four borings mainly found along drainage swales and Sand Creek. Groundwater was encountered in Entech’s previous study (Appendix D: Entech Job No. 82556) at depths of 8 and 11 feet below existing grades. Seasonal shallow groundwater is common in eastern El Paso County. Groundwater levels can rise following construction and irrigation. The feasibility of basements due to potentially seasonal shallow groundwater and perched groundwater on shallow bedrock is not discussed in Entech’s report, and it is unknown if basements are planned. If basements are planned, CGS recommends the county require a groundwater monitoring/observation program prior to the preliminary plan’s approval to determine if basements are feasible and if an underdrain system could be employed for this site. To be effective, however, this monitoring should include measurements/observations through fall, winter, and spring and not merely during site-specific building investigations. Proposed floor levels should be at least three feet (preferably five feet) above maximum anticipated groundwater levels and maintained year-round. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels. If basements are not being considered for this development, a note indicating such should be included on the plans, and the above comments may not be applicable.

Entech recommends subsurface perimeter drains where high subsurface moisture conditions are anticipated, a practice we believe is prudent. According to the geologic hazard disclosure statement on sheets 1 and 25 of the preliminary plan, “In Areas of High Groundwater: Due to high groundwater in the area, all foundations shall incorporate an underground drainage system. Under drains to be maintained by the District.” CGS recommends the underground drainage system and maintenance requirements are shown in the plans, and the “District” understands the maintenance requirements throughout the life of the development. The underground drainage system must gravity discharge to a daylight outfall. Please note that individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as sole mitigation of persistent shallow groundwater conditions.

Academy School District 20 is in receipt of File# SP208 for approval of the Homestead North Preliminary Plan.

The District is requesting land dedication in lieu of fees per the existing El Paso County Code for all residential units in the Sterling Ranch Sketch Plan that are located within the boundaries of District 20.

One specific item that the District OPPOSES is found on Page 3 of the Letter Of Intent for the Homestead North Preliminary Plan. The letter states in part ".....the 11.53 acres identified and the proposed location northwest of Sterling Ranch Road and Dines Boulevard is acceptable." Discussion have been held with representatives of Sterling Ranch noting that this site is NOT ACCEPTABLE to the District due to the high pressure gas line that runs through the center of the site. Discussions have been held with Jim Morley regarding the relocation of this site and are ongoing with Classic Homes as the District has been told that Classic is now developing everything east of Cottonwood Creek. The District and Classic Homes are discussing the final details for relocating the site to the southeast of Sterling Ranch Road and Dines Boulevard (a portion of Sterling Ranch Sketch Plan Parcel 16). As soon as the details regarding this site are finalized, the District will notify the appropriate El Paso County representatives of the acceptable change.

Colorado Parks and Wildlife (CPW) is in receipt of the above referenced permit application and is familiar with the site. CPW has commented on this plan previously and also commented on the entire Sterling Ranch project site. Other than the previous comments, CPW anticipates that the impacts to the wildlife resource from this project would be negligible.

Colorado Geological Survey review of the resubmittal for Homestead North Phase 1 Preliminary Plan SP208 (Amy Crandall, P.E., acrandall@mines.edu):

With the resubmittal documents, we received the revised Preliminary Plan (N.E.S. Inc., August 2, 2021) and the Grading and Erosion Control Plan (J.R. Engineering, June 30, 2021). An updated soil and geology report addressing our previous correspondence or the proposed infrastructure plans (Briargate Parkway and Sterling Ranch Road to include channel crossings) was not provided with the recent referral documents.

Entech Engineering’s report (Entech Job No. 201421; July 22, 2020) identified uncontrolled artificial fill, frost heave, potentially unstable slopes adjacent to Sand Creek, expansive soils and claystone bedrock, flooding along Sand Creek, and potentially seasonal shallow groundwater areas as geologic hazards and constraints impacting the proposed development. As stated in our previous comments (April 7, 2021), Entech provides a good description of the site’s subsurface conditions based on eight test borings and laboratory testing results and makes appropriate recommendations for mitigation of these hazards.

We offer the following comments and recommendations:

Seasonal Shallow Groundwater: Entech identifies potentially seasonal shallow groundwater areas in Figure 7 of their July 22, 2020 report. Expansive Soil and Bedrock: Entech states that moderate to highly expansive soil underlies parts of the site. Entech recommends two different mitigation options that include overexcavation of expansive soil or the use of drilled pier foundations. According to the geologic hazard disclosure statement on sheets 1 and 25 of the preliminary plan (N.E.S, Inc., Revised June 2, 2021), “In Areas of Expansive Soils: Incorporate special foundation design.” Therefore, the applicant should evaluate and discuss what mitigation option will be performed for expansive soil before final plans are approved.

The county should consider the recommendations outlined above and in our previous correspondence. In addition, we recommend you scrutinize all assumptions from the updated Traffic Impact Study (especially the ones concerning roadway segment improvement assigned responsibility to El Paso County or “others”); re-look at the wisdom of allowing this development to use so much water that it has to rely on complex contract arrangements, construction of pipelines, and a number of expected projections in order to provide water to it in the future; and re-evaluate this development’s zoning compatibility, especially with regard to how one views the PUD zoning to the north (it doesn’t have to be “urban density” and therefore these urban lots do not necessarily provide a transition from them). Our previous comments (dated December 22, 2020) recommended that all geologic hazards and constraints indicated in the soil, geology, and geologic hazard study (Entech Engineering, July 22, 2020) are identified on the revised preliminary plan (N.E.S. Inc., March 12, 2021). The revised geologic hazard statement (sheet 1) and the site constraints exhibit (sheet 25) address our comments. The grading and erosion control plans (J.R. Engineering, February 15, 2021) have also been revised to show erosion protection at the toe of the slopes along the steep banks adjacent to Sand Creek.

The remainder of CGS’s review comments for this project remain valid and are generally repeated below.

Entech Engineering (Entech Job No. 201421; July 22, 2020) identifies uncontrolled artificial fill, frost heave, potentially unstable slopes adjacent to Sand Creek, expansive soils and claystone bedrock, flooding along Sand Creek, and potentially seasonal shallow groundwater areas as geologic hazards and constraints impacting the proposed development. Entech provides a good description of the site's subsurface conditions based on eight test borings and laboratory testing results and makes appropriate recommendations for mitigation of these hazards based on the development phase of the project. We offer the following additional comments for your consideration:

Seasonal Shallow Groundwater: Seasonal shallow groundwater is common in eastern El Paso County. Also, groundwater levels can rise following construction and irrigation. Entech identifies groundwater at 8.5 feet to 18.5 feet below ground surface in four of their borings. Groundwater is mainly found along drainage swales and Sand Creek. The geotechnical engineer did not find groundwater in the other four test borings drilled to 20 feet.

Entech recommends subsurface perimeter drains where high subsurface moisture conditions are anticipated, a practice we believe is prudent. The grading and erosion control plan shows a main subsurface groundwater collection line below and parallel to the sanitary sewer but do not show stub outs to individual lots. If feasible, it would be prudent to provide service lines to individual lots and connect perimeter drains to the central collection system. If not possible, CGS recommends no below-grade construction in areas where seasonal high groundwater levels are within three feet of proposed foundations.

Unstable Slopes: The geotechnical report identifies potentially unstable slopes, mostly along steep banks adjacent to Sand Creek. Entech recommends two mitigation methods. The first is to place structures at least 20 feet from the crest of slopes. The second method is to regrade steep slopes to grades no steeper than 3H:1V and protect the toe of slopes from erosion with retaining walls or other measures to prevent undercutting of slopes by Sand Creek. The plans show that steep slopes will be regraded to no steeper than 3H:1V with erosion protection.

Expansive Soil and Bedrock: Entech states that moderate to highly expansive soil underlies parts of the site. The engineer recommends two different mitigation options. Options include overexcavation of expansive soil or the use of deep pier foundations. The engineer suggests the two options be considered on a lot by lot basis. However, given the site of some lots, it may not be possible to overexcavate to the necessary depths within a single lot boundary. The applicant should evaluate and discuss what mitigation of expansive soil before final plans are approved.

Highly Erodible Soil: The soil that underlies the site is moderate to highly erodible. Erosion control is the most effective method to prevent erosion due to water. The plans show the installation of silt fence around the perimeter of the site. In places, the silt fence is placed perpendicular to the contour. This placement concentrates flow along the fence and can cause more erosion than if the silt fence had not been installed. The plans also show that the primary method of sediment control will be modifying a detention pond to serve as a sediment basin during construction. The pond will be an essential sediment control measure since the disturbed area's size will exceed the design limitations of other erosion control measures such as silt fence. However, the pond will be constructed partially in fill, and it is not clear from the plans if the developer will build the sediment basin before overlot grading. If feasible, the pond should be in place before grading and flows directed to the pond through all phases of construction.

In summary, the site does not appear to contain any hazards that will prevent development. However, the site does have geologic hazards and constraints that the developer will need to mitigate adequately. The city should consider the recommendations outlined above and ensure recommendations by the geotechnical engineer are followed.

Academy District 20 is in receipt of file number SP208 for the Homestead North Preliminary Plan within the approved Sterling Ranch Sketch Plan area.

Academy District 20 is requesting land dedication in lieu of fees per the existing El Paso County Code for all residential units within the Homestead North Preliminary Plan area as specified on the approved Sketch Plan for Sterling Ranch.
