The street grades at the Nightwind Heights and Equine Court intersection may need to be adjusted to meet ADA requirements at the pedestrian crossings (based on the grades now shown). The sidewalk at the south end of the cul-de-sac will most likely need to be routed around the inlet.

Entech has responded specifically to previous comments regarding basement feasibility and that they plan on additional subsurface investigation. Our previous comments about Note 10 on the development plan have not been addressed and are repeated here: “In our previous review of this site (38.8689°, -104.6883°) CGS stated: “Recommendations from the geotechnical engineer should be carefully followed especially regarding site grading for surface runoff and perimeter drains where shallow groundwater is encountered or expected. Site-specific soil and foundation investigations should specifically evaluate for the presence of groundwater, and potentially expansive and/or collapsible soils prior to foundation design.” The geologic hazards identified by the geotechnical engineer (Entech) in their April 20, 2020 report submitted for this subdivision are listed on page 11 and include the potential for shallow groundwater, expansive soils, loose or collapsible soils, fill, and seasonally shallow groundwater.

The development plan states in Note 10 “Geologic Hazard Note: No lots have been found to be impacted by geologic hazards. No mitigation measures are required and a map of the area can be found in the report Preliminary subsurface soil investigation midtown at Hannah Ridge Tracts CC El Paso County Colorado prepared by Entech Engineering, Inc.” CGS recommends that this note be corrected to reference, the April 20, 2020 report by Entech and that the note list the specific geologic hazards identified by them that if found during site-specific investigations will require mitigation.”
In addition, Entech recommends that p.11 “Investigation on each lot is recommended prior to construction.” CGS has assumed that site-specific investigations would be required at each lot. Based on the comment in Note 10, that no mitigation measures are required, it could be assumed that no further investigation is needed or planned. CGS recommends that a condition for approval of the development plan be correcting Note 10 as noted above and with an additional comment that each lot requires a site-specific investigation as recommended by Entech. This will also provide a method to collect additional data about groundwater.”

Also, pursuant to the Land Development Code, presumptive water demand for “in-house use” for multi-family dwellings is 0.20 acre-feet/year. The documentation indicates that irrigation will total 1.47 acre-feet, leaving 7.77 acre-feet for in-house use (0.185 acre-feet/dwelling). Since our last review, a sentence in Note 10 has been added that states “In areas of high groundwater, foundations shall incorporate an underground drainage system as needed.” How will it be determined where the areas of high groundwater are located? Entech states p. 11 “Areas of seasonally shallow groundwater were observed in the southern and western portions of the site associated with the drainage and existing detention pond. These areas will likely be avoided by the structures.” Since it appears that not all areas of high groundwater will be avoided by construction, CGS recommends that Entech be provided the opportunity to map areas of high groundwater, list the lots impacted by high groundwater, and provide recommendations for any needed underground drainage system. We recommend that Entech discuss the feasibility of basements due to the anticipated high groundwater.

1. Rear Loaded homes will have unique address assignment and placement. A plat note will be required showing address placement. Lots 1-10, will be addressed from the front, with addresses placed on the front of the homes only. Lots 12-42 addressed from the rear, with addresses placed on the front & the rear of the home.
2. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p./pud) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
3. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door.
