2. The ROW license agreement has not yet been reviewed by my office. Please provide it in Word for ease of editing.
3. With respect to the ROW license agreement, these are typically granted to HOAs or special districts, which provides the County with some assurance that the entity responsible for maintaining the improvement(s) in the ROW will be around long-term and will have the financial means to provide regular maintenance. I therefore do not recommend that the developer be the licensee, as once the lots are sold and the public improvements built, they will have no ties to this subdivision. Developer, please come up with a different plan for maintenance of the mail kiosk if it must go in the ROW. One suggestion might be the adjacent lot owner, for example.

Planning Division has comments on the final plat drawing. It appears that a composite version of the plat was submitted with some corrections and some reversions to the second submittal. I have duplicated several comments from both the 2nd and 3rd reviews. Some of the comments from the 2nd review were addressed with the 3rd submittal and then reverted for the 4th submittal. Those comments have been made again. This is the 4th review and typically, after the 3rd review, an additional fee of $1,837 is applied to the project. We would like to work with you and do not wish to impose additional fees; however, if this project goes to a 6th review, we will need to apply the additional fee. 12/2/2021 2:27:55 PM

Review #4: Per ECM Chapter 5 Section 5.9.4 upload the base drawings of the construction drawings and final plat in AutoCAD format (.dwg) with the submittal for final approval. The cad file shall contain at least two survey reference points to allow the County to move, fit and rotate the project file to the survey coordinate system used by EPC. Unresolved.

NOTE: The engineering documents have been forwarded to the Engineering Manager for approval. Approved plans will be uploaded once the requested AutoCAD drawings have been submitted.

An updated Water Supply Information Summary (WSIS) and updated Water Resources Report dated May of 2021 have been received indicating water demand of 2.28 acre-feet/year for the subdivision. Please provide an updated letter from the State Engineers’ Office indicating correct acreage of the subdivision at 30.613 +/- and the new water demand of 2.28 acre-feet (the old letter dated 9/30/10 and as affirmed on 2/25/20 refer to 40 acres and 2.5 acre-feet water demand).

Applicant also appears to have an old WSIS included with the 5/11/21 Letter of Sales History indicating water demand of 3.35 acre-feet. That should be removed from EDARP.

1) A complete chain of title providing evidence that the property owner owns sufficient Arapahoe water to supply the subdivision; or

2) Documentation of new ownership as approved by the Colorado Ground Water Commission.

3) There are 2 Water Supply Information Summaries(WSIS) in the public EDARP file. The most recent WSIS is dated 10/21/20 and projects different water usage and also has a box marked indicating a "District" tbd will be providing water service. Please remove the WSIS that is not applicable from EDARP. If a District is supplying water - more information is needed.

4) The water resources report mentions both individual wells and/or joint use wells. Please confirm which you plan to use. If you plan to use joint use wells - proposed joint use well agreements will be need to be submitted for review.

Regarding a request for approval of a final plat for Mountain’s Edge, Enumerations has the following comments:

1. After looking through our records for the original submittal, it appears that addresses were never assigned for this project. The applicant should submit a copy of the plat to Enumerations to have addresses assigned. The assigned addresses need to appear in the appropriate location on the plat.
2. Prior to recording, Enumerations will review the mylar for addressing, street names, title block and floodplain statement. An Enumerations fee of $10 per lot addressed will be due at the time of mylar review.
