Sand Creek Drainageway and Roadway Design
CLOMR Statement
A Conditional Letter of Map Revision (CLOMR), will be required for this project as the effect of the proposed construction will be to raise, and lower the base flood elevations for Sand Creek within the Sterling Ranch Development from those depicted on FIS panels 533G and 533 G. Floodway limits will also be affected and revised from what now shows on the effective El Paso County Flood Insurance Study, revised December 2018.
CLOMR will be submitted to FEMA after the first review by El Paso County Engineering is completed and the once the general lines and grades of the improvements are not subject to change. "

General Reminder - plans/ reports approved by the County will be required to be reapproved by the City should annexation occur prior to the completion of the project.

The proposed longitudinal slopes are too steep, based on City criteria, the max slopes would be 0.17% (DCM Volume 1, Ch. 12 Figure 12-4). If this is stricter than County Criteria, it is recommended to follow City Criteria.

Maximum drop height should not exceed 4ft (DCM Vol 1 Ch 12 Table 12-7). The project summary states the maximum drop height is 7ft and the plans show drops up to 9ft.

The max velocity should not exceed 7fps as stated in the project summary, the HEC RAS model shows several areas exceeding 7fps in between drops.
