Streamstats does not meet DCM criteria for use in hydraulic analysis. Please provide documentation and a summary that the program is completing calculations following DCM Chapter 6 parameters for Type II distribution and determining the correct NRCS curve number. Also demonstrate that these values may be modified in the program to meet criteria. If these conditions cannot be met, a new model that meets criteria will be required to be submitted.

1. The Detention Maintenance Agreement names the Terra Ridge North Homeowners' Association as a party. Pursuant to paragraph 8 of that Agreement, please provide proof that the HOA's Articles of Incorporation have been filed with the Secretary of State and that the HOA has been formed and is in good standing. The SOS Certification provided is not for the HOA.
2. Please review and comply with the Requirements section in the County Attorney's Water Review. The draft covenants provided do not contain the required provisions set forth in the Water Review. Please provide sample lot deeds for review. Please provide the recorded deed for the conveyance of the reserved Arapahoe and Laramie-Fox Hills aquifer water to the HOA. Ensure that the requirements in Sections I and J have been met.

Some of our previous comments have not been addressed and are repeated here.
"It would be prudent for the county to require the investigations recommended by RMG for site-specific soils and foundation investigations (p.16) and OWT evaluations (p.18) for each lot and that these requirements be listed in the plat notes. CGS also recommends that a plat note be added stating that “Before building permit approval of any basement or below-grade habitable areas, the extent of seasonal groundwater fluctuations should be discussed and evaluated in the required lot-specific investigation.”

1. The addressing on the plat are incorrect. Replace the addressing as follows: Lot 1-15637, lot 2- 15641, lot 3-15651, lot 4-15661, lot 5-15671, lot 6-15681, lot 7-15690, lot 8-15680, lot 9-15670, lot 10-15660, lot 11-15650, lot 12-15640, lot 13-15630. I do not need to see the plat again, I can review the pre-plat mylar prior to recording.

2. Platting fee is for 12 lots. Lot 13 is an existing address and no address was requested for tract A.
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org
d. Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. 1. Unanswered comment- What are the addresses for the existing structures (Barn and Residence)? What is the structure to the North of Lots 5 and 6? Our GIS shows a structure on 5129300002 the assessors site shows the parcel as being vacant land. Is this accurate? If not clarified, this will affect the proposed addressing for these new lots.

2. There was another lot added since the last review of this area. The proposed addressing that was projected for this area will not work now. We will need to change the address of lot 1 from 15650.
3. Will there be an address needed for Tract A? Contact Enumerations for all site addressing. Amy@pprbd.org
4. As stated in prior reviews, Enumerations is requiring a permanent sign be posted at the intersection of Fox Creek Lane & Terra Ridge Circle with the range of addressing for Fox Creek Lane.

After looking at the supplied documents along with the statement the rezoning to allow 2.5 acre lots had taken place in September of 2022, NEPCO has no current issues.

In September, our concerns would have been changing the zoning to 2.5 acres in an area zoned for 5+ acres along with concern for drilling 11 more wells into aquifers known to be at some point of depletion.

1 We have commented on the preliminary development plan for this project. Several items apply to this exhibit for the final plat.
2 FYI typically when a street is addressed, the numbers jump from one lot to the next by the same amount. In this case the existing addresses to the south jump by 20. To address the proposed lots, the address numbers will not jump by the previously used sequence (20).
3 We also propose that the addressing for these lots all have even numbering 15632, 15634…etc. Since Lots 5 and 6 are both addressed as even numbers 15630 and 15650, the remaining proposed addresses will be even since the existing Fox Creek Lane will be continuing North.
4 Since the addressing is unique in this area, we ask that a permanent sign be placed at the intersection of Terra Ridge Circle and Fox Creek Circle to show all addresses going north on Fox Creek Circle.

CGS generally agrees with the geologic interpretation, identification of geologic conditions posing hazards and constraints, and mitigation concepts provided for them by RMG (Geology and Soils Study, Job No. 169372, September 3, 2019, Last Revised March 30, 2022). Plat Note 23 states, “No lots have been found to be impacted by geologic hazards.” This is misleading as it implies no geologic conditions posing constraints to the site. We recommend expanding this as RMG has identified expansive and compressible soils, faults, seismicity, radon, potentially shallow groundwater, corrosive minerals, and erosion as engineering constraints posed by the geology at the site. All these conditions should be evaluated in the site-specific soils and foundation investigations recommended by RMG for each lot. RMG states on p.18 that site-specific Onsite Wastewater Treatment System evaluations will be required for all proposed septic systems. It would be prudent for the county to require the investigations recommended by RMG for site-specific soils and foundation investigations (p.16) and OWT evaluations (p.18) for each lot and that these requirements be listed in the plat notes.
Before building permit approval of any basement or below-grade habitable areas, the extent of seasonal groundwater fluctuations should be discussed and evaluated in the required lot-specific investigation. Provided all RMG’s recommendations are followed, improvements are located sufficient distances from the drainages and seasonally shallow groundwater areas, and lot-specific, design-level investigations and analyses are conducted for use in the design of individual foundations, floor systems, subsurface drainage, and septic systems, the site appears to be suitable for the proposed use and density. CGS, therefore, has no objection to the approval of the final plat as proposed.

Colorado Parks and Wildlife (CPW) has reviewed the plans for the Miles Subdivision in El Paso County, Colorado at the Southeast corner of Black Forest and Hodgen Road. CPW is familiar with the site and based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.
