PCD-Engineering has the following cursory comments:

Drainage:
1. The Preliminary Drainage Report on file has not been approved and will require significant revisions as noted below.
2. Resolution No. 19-245, adopted July 2, 2019, repealed the Prudent Line Addendum which will require revision to the drainage channel design concept.
3. Significant revisions to drainage and water quality criteria have occurred since 2013 and may require significant drainage redesign.

Traffic:
1. The TIS needs to be updated for current traffic conditions around the site.

Other:
1. LDC requirements for geology and soils studies have been updated since preliminary plan approval; the previous soils/geology study will need to be updated accordingly.

NEPCO has no objections to this request for reconsideration as long as the Final Plat is conditioned upon a finding of water sufficiency and that the current lot sizes are not reduced beyond what is contained in the preliminary plan drawings. (We note that at least one of the 2013 preliminary plan drawing depictions of nearby property zoning -- the northeast corner – is not consistent with the current zoning information contained in the El Paso County Tax Assessor’s Office.) Thank you. 10/13/2020 2:50:33 PM

Staff anticipates scheduling the item for the next available hearing date before the BoCC but with a condition that the application be brought up to all of those standards and requirements in the current Code. 10/13/2020 10:21:05 AM

The Colorado Geological Survey (CGS) does not have records of a previous review for this property. CGS recommends a geologic hazards and soil study be conducted for the site as required by County Land-Use code. The report should discuss hazards including, but not limited to:
1. Shallow groundwater.
2. Shallow bedrock.
3. Erosion.
4. Expansive soils.

Black Forest Land Use Committee

The Black Forest Land Use Committee stands by its previous recommendation for approval of this Preliminary Plan. The issue of whether water will come from the Park Forest Water District or from individual wells is not an issue that the Land Use Committee will get involved in. That needs to be settled elsewhere. The Land Use Committee also recommends that the water quality, quantity and dependability issue should be decided at the final plat stage along with other developments that delay this determination until final plat. 9/24/2020 7:55:46 PM
