Black Forest Fire Protection District

Applicants shall demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. The applicant shall submit a comprehensive fire protection report from a qualified fire protection engineer that is licensed as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers to demonstrate conformance to all requirements. Furthermore, the District does not support any waivers or variances that negatively impact any fire safety provisions including access/egress, water supply, hardening of structures, addressing, fire protections systems, etc. 11/7/2023 2:21:04 PM

PCD-Engineering has the following cursory comments:

Drainage:
1. The Preliminary Drainage Report on file has not been approved and will require significant revisions as noted below.
2. Resolution No. 19-245, adopted July 2, 2019, repealed the Prudent Line Addendum which will require revision to the drainage channel design concept.
3. Significant revisions to drainage and water quality criteria have occurred since 2013 and may require significant drainage redesign.

Traffic:
1. The TIS needs to be updated for current traffic conditions around the site.

Other:
1. LDC requirements for geology and soils studies have been updated since preliminary plan approval; the previous soils/geology study will need to be updated accordingly.

NEPCO has no objections to this request for reconsideration as long as the Final Plat is conditioned upon a finding of water sufficiency and that the current lot sizes are not reduced beyond what is contained in the preliminary plan drawings. (We note that at least one of the 2013 preliminary plan drawing depictions of nearby property zoning -- the northeast corner – is not consistent with the current zoning information contained in the El Paso County Tax Assessor’s Office.) The Black Forest Land Use Committee stands by its previous recommendation for approval of this Preliminary Plan. The issue of whether water will come from the Park Forest Water District or from individual wells is not an issue that the Land Use Committee will get involved in. That needs to be settled elsewhere.
