1. In order to complete the water review (i.e. in order to obtain a sufficiency recommendation for dependability), you must provide an Acknowledgment Letter issued by CDPHE that indicates that a preliminary review of the water system design has been completed and no deficiencies have been found.
2. Proof that a copy of the TMF analysis has been submitted to CDPHE, along with a copy of the TMF (this must be submitted at final plat, regardless of whether they’re seeking sufficiency with the preliminary plan or the final plat).
3. A well completion report, the first water quality sample results, and CDPHE’s response to such results must be submitted for the water review.

At the request of the Applicant, PCD Engineering only reviewed the applicable deviation requests with this submittal.
C. The Deviation Request to allow for rural local roadways Carranzo Trail and El Raceno Trail to be constructed temporarily in phase 1, filing 1 as cul-de-sacs longer than the 1600 foot maximum length required by the ECM, was reviewed and found to be acceptable with conditions. The request will be sent to the ECM Administrator for approval. This deviation request is also in the SP 19-006 file.
The conditions state: The cul-de-sac bulbs need to be surfaced per ECM criteria and in a non-exclusive access easement, additionally the non-exclusive access easements shall contain provisions for Snow storage past the limits of the cul-de-sac bulbs.
D. The Deviation Request for an the use of an "Urban Knuckle" on a Rural Local Roadway was reviewed and denied (previously denied) since the plan as it is currently submitted has been modified not to use the Urban Knuckle.

Regarding a request for approval of a final plat for Saddlehorn Ranch Filing No. 1, Enumerations has the following comments:

1. The 2 street names that were requested to be replaced by El Paso/Teller 911 have not been replaced on the plat. Enumerations reviews the mylar for correct street names at the time of plat and will not sign off on the mylar if the road names shown have not been approved.
2. Since multiple streets in this phase extend into other phases of this development, Enumerations requests that a copy of the entire development be provided as early in the process as possible so that addressing can be assigned consistently and correctly throughout the development.
3. Previous standard Enumerations comments still apply.


Floodplain has the following comments:

The site is not exposed to any geologic hazards or geotechnical constraints that would preclude the proposed residential use and density. The mapped FEMA 100-year flood hazard zone traversing Filing 1 is located within a proposed tract.

Entech's Soil, Geology, Geologic Hazard, and Wastewater Study, Saddlehorn Ranch Subdivision (4/29/2019) provides a valid description of surface and subsurface conditions, soil and bedrock engineering properties (based on the results of widely spaced borings, test pits, and laboratory testing), and potential development constraints. These include: areas of artificial fill, loose, collapsible, and/or hydrocompactive soils, expansive soils and bedrock, mapped FEMA flood hazard zones, areas of ponded water, and shallow (probably perched) groundwater. Entech's mitigation recommendations are valid.

The hydrocompaction (h), floodplain (fp), potentially seasonal shallow groundwater (psw), seasonal shallow groundwater (sw) and water (w) areas shown on Entech's Figure 6, Geology/Engineering Geology Map, should be identified on the plat. Expansive and loose/collapsible soils are not mapped but could impact any lot.

Provided Entech's recommendations are adhered to, and lot-specific investigations and analyses are conducted for use in design of individual foundations, floor systems, subsurface drainage, and pavements, CGS has no objection to approval of the 53-lot Saddlehorn Ranch Filing 1 final plat as proposed.

ENUMERATIONS:
1. Street name north of lot 36 cannot be read, not all of the street name is printed. Please add the entire street name.
2. Clearly not all of the tax schedule numbers are listed in the DP, I am unsure where this project ends to the south for filing No. 1. I am not finding in the project statement where it might say what parcels are surrounding this area either. This information will be needed to correctly assign addresses.

STANDARD ENUMERATIONS COMMENTS-FINAL PLAT:

1. Enumerations will review the mylar prior to plat for address placement, street names and title block.

2. $10.00 per lot & tract platting fee will be due at the time of the review of the mylar (2 addresses per lot & tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department.

3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Amy@pprbd.org

for subdivision proposals and other proposed developments that contain at least fifty lots or five (5) acres, whichever is less;
All buildable lots less than two and one half (2½) acres in size are required to be located entirely outside of the 100-year floodplain. Lands within the 100-year floodplain shall be established in a tract, and require that the owner maintain the tract. Buildable lots two
and one half (2½) acres and larger, are required to have the 100-year floodplain contained in a drainage easement dedicated by plat in the name of the governing body with the restrictions of “No Build” and “No Storage of any Materials”; and
If subdivision proposals are located within three hundred (300) feet of a Zone A floodplain, FEMA approved base flood elevations and boundaries are required to be determined and shown on the plat, or provide a Floodplain Certification Letter by a professional engineer or architect licensed by the state of Colorado, stating that “Based on field verified characteristics of the property, the property is reasonably safe from flooding and to the best of the engineer’s knowledge if the 100-year floodplain were studied it would not enter the property in question”.

FYI- The proposed District will need to be in place prior to the Final Plat being approved. The finding of water sufficiency is dependent upon the District. If water is requested at the preliminary plan stage, the District must be in place prior to approval of the preliminary plan.
FYI- A 1041 application will be required prior to construction of the water system.

1. The title commitment is not dated within 30 days.
2. In the RR-2.5 zone you may have livestock, but the water summary does not include. Will you restrict in the covenants? Staff suggests adding a plat note including this information if the water finding is based upon no animals. The preliminary plan shows equestrian trail, do you mean pedestrian?
3. Based upon the soils report, it appears as though basements should be excluded. Please add plat notes to this effect.
4. roadways to cross wetlands/floodplain. Approval may be required by FEMA/floodplain/army corp.
5. add all information to the subdivision summary.
6. the application pages have been reversed. please update so that page 1 is page 1. please only select the final plat as the application type.
