The EPC regulations now allow for administrative final plats if certain findings can be made- including a water finding. If these findings are not made you will have to complete all final plats by public hearing.

At the regular monthly meeting of the Lewis-Palmer School District Board of Education on May 20, 2019, the Board members considered this preliminary plan for development of 48 single-family lots on the 151 acre Grandwood subdivision located at the northeast corner of Higby Road and Fairplay Drive.
The Board of Education voted to allow the administration and its consultant to continue to work with Home Place Ranch to determine land needs for the school site already agreed upon with the Town of Monument and Home Place Ranch developers. In addition, the school district does request cash in-lieu-of land funding for any additional amounts due the school district.

The Grandwood Ranch site contains isolated areas of moderate slopes associated with two intermittent drainages, but is not exposed to any geologic hazards or geotechnical constraints that would preclude the proposed residential use and density. Vivid Engineering Group's Geology and Wastewater Evaluation Report (January 19, 2019) contains a valid description of surface and subsurface conditions, soil and bedrock engineering properties (based on the results of widely spaced borings, test pits, and laboratory testing), and potential development constraints. These include: soils and bedrock containing layers and lenses of expansive clay minerals, erosion, and soils mapped as moderately corrosive to uncoated steel. Vivid's mitigation recommendations (pages 5-6) are valid.

Provided Vivid's recommendations are adhered to, and lot-specific investigations and analyses are conducted for use in design of individual foundations, floor systems, subsurface drainage, and pavements, CGS has no objection to approval of the 48-lot residential subdivision as proposed.

1. For the application please only select the preliminary plan and not the rezone.
2. PJM is onsite. A letter from USFW is needed prior to hearing to verify that all habitat has been shown as no build.
3. EPC no longer accepts combined OWTS and Soils Reports. These reports will need to be separated. Please review the LDC for the specific requirements to ensure that all applicable info is included after separation.
4. A natural features report was not submitted.
5. You are permitted to have livestock in the proposed zone, but watering of animals has not been included. Will you restrict animals in the covenants?
6. The fire protection report does not include the available fire departments, equipment they contain, or anticipated response times.
7. Please add all items as required on the attached checklist to the preliminary plan.
