Applicant:
1. In order to complete the water review (i.e. in order to obtain a sufficiency recommendation for dependability), you must provide an Acknowledgment Letter issued by CDPHE that indicates that a preliminary review of the water system design has been completed and no deficiencies have been found.
2. Proof that a copy of the TMF analysis has been submitted to CDPHE, along with a copy of the TMF (this must be submitted at final plat, regardless of whether they’re seeking sufficiency with the preliminary plan or the final plat).
3. A well completion report, the first water quality sample results, and CDPHE’s response to such results must be submitted for the water review.

At the request of the Applicant, PCD Engineering limited it's review to only the Deviation Requests.
A. The deviation request to allow for a modified (4 lane) minor arterial cross section of Judge Orr Road due to the lack of right of way ownership on North side was reviewed and found to be acceptable. The request will be sent to the ECM Administrator for approval.
B. The deviation request to allow for a modified (2 lane) minor arterial cross section of Curtis Road and associated improvements due to the lack of right of way ownership on West side was reviewed and found to be acceptable with conditions. The request will be sent to the ECM Administrator for approval.
C. The Deviation Request to allow for rural local roadways Carranzo Trail and El Raceno Trail to be constructed temporarily in phase 1, filing 1 as cul-de-sacs longer than the 1600 foot maximum length required by the ECM, was reviewed and found to be acceptable with conditions. The request will be sent to the ECM Administrator for approval. This deviation request is also in the SF 19-012 file.
D. The Deviation Request for an the use of an "Urban Knuckle" on a Rural Local Roadway was reviewed and denied (and previously denied) since the plan as it is currently submitted has been modified not to use the Urban Knuckle.

The engineering geology / development constraints mapped on Figure 6 of Entech's Soil, Geology, Geologic Hazard, and Wastewater Study, Saddlehorn Ranch Subdivision (4/29/2019) are correctly depicted on sheets 2 and 3 of the Saddlehorn Ranch Subdivision Preliminary Plan (William Guman & Associates, September 18, 2019.)

However, areas of potential hydrocompaction (h) are not clearly labelled, and the hydrocompaction area in the southwestern portion of the property (encompassing all or portions of lots 107, 108, 110-113, 115-131, and 137) does not appear to be labelled at all. The tiny "h" may be obscured by other text, but I cannot find it. CGS recommends more clearly identifying Entech's mapped hydrocompaction areas. The legend should also be modified to specifically reference Entech's report (title, author, and date), and to state that expansive and loose/collapsible soils are not mapped but could impact any lot.

The site contains only isolated areas of moderate slopes along drainages, is not undermined, and is not exposed to any geologic hazards or geotechnical constraints that would preclude the proposed residential use and density. The three mapped FEMA 100-year flood hazard zones traversing the property are located within proposed tracts.

Entech's Soil, Geology, Geologic Hazard, and Wastewater Study, Saddlehorn Ranch Subdivision (4/29/2019) provides a valid description of surface and subsurface conditions, soil and bedrock engineering properties (based on the results of widely spaced borings, test pits, and laboratory testing), and potential development constraints. These include: areas of artificial fill, loose, collapsible, and/or hydrocompactive soils, expansive soils and bedrock, mapped FEMA flood hazard zones, areas of ponded water, and shallow (probably perched) groundwater. Entech's mitigation recommendations are valid.

The hydrocompaction (h), floodplain (fp), potentially seasonal shallow groundwater (psw), seasonal shallow groundwater (sw) and water (w) areas shown on Entech's Figure 6, Geology/Engineering Geology Map, should be identified on the plat. Expansive and loose/collapsible soils are not mapped but could impact any lot.

Provided Entech's recommendations are adhered to, and lot-specific investigations and analyses are conducted for use in design of individual foundations, floor systems, subsurface drainage, and pavements, CGS has no objection to approval of the 184-lot residential subdivision as proposed.

STANDARD ENUMERATIONS COMMENTS-DEVELOPMENT PLAN:

1. For assignment of addressing for lots and tracts, place (xxx) where they are intended to be utilized. Lot marker placement to be front door.

2. Provide a 100 scale copy or larger of the entire APPROVED development to this department so that addressing can be assigned. Once received, the DP will be placed on a list to be addressed.

FYI- The proposed District will need to be in place prior to the Final Plat being approved. The finding of water sufficiency is dependent upon the District. If water is requested at the preliminary plan stage, the District must be in place prior to approval of the preliminary plan. (Staff anticipates the LDC being revised to allow for administrative plats if a water finding is completed at the preliminary plan stage)
FYI- A 1041 application will be required prior to construction of the water system.
FYI- Early grading is being requested. In order for this request to be considered, all related engineering items must be approved prior to hearing. If approved, the applicant shall supply the required financial assurance prior to the pre-con meeting.
1. The application pages were reversed. Please reorder so that page 1 is page 1. The application should only include selecting the preliminary plan and not the final plat.
2. If upon review it is determined that a LOMR/CLOMR is required, this will need to be completed prior to the final plat being recorded.
3. Please add the estimated response time as well as available equipment to the Fire Protection Report.
4. Please add to the LOI under the request that you are requesting early grading.
5. The title commitment is not dated within 30 days.
6. The natural features report is missing the majority of the exhibits.
7. In the RR-2.5 zone you may have livestock, but the water summary does not include. Will you restrict in the covenants? Staff suggests adding a plat note including this information if the water finding is based upon no animals. The preliminary plan shows equestrian trail, do you mean pedestrian?
8. EPC no longer accepts combined Soils and OWTS reports. Please separate the two reports and review the criteria for the separate reports in the LDC to ensure all required information is required in the two reports after separation.
9. Based upon the soils report, it appears as though basements should be excluded. Please add plat notes to this effect.
10 roadways to cross wetlands/floodplain. Approval may be required by FEMA/floodplain/army corp.
11. Add all items to the attached checklist to the preliminary plan.
