CGS previously reviewed this site (38.8901, -104.6846) on 10/30/2014, 7/28/2020, and 12/1/2020. We agree with RMG’s interpretation and conclusions in their response letter (January 18, 2021) regarding the mapped seasonal wet and shallow groundwater areas and the site drainages. We agree with their recommendation against full depth basements for select lots as depicted on Figure 4 in their geology and soils report (revised January 18, 2021). CGS has no objections to the approval of the preliminary plan as proposed. All RMG’s recommendations should be strictly adhered to especially regarding perimeter drains. Drain systems will be essential to intercept seasonal shallow groundwater and perched groundwater conditions expected at this location.

Preliminary plan amendment to allow 203 single family detached lots on 52.1 acres located northwest of Marksheffel Road and North Carefree Circle. Although not included in the referral documents, a soils and geology study by RMG Engineers dated October 26, 2020 is available for File #SP193.
Persistent shallow groundwater occurs at this site and within this region. This is reflected in part where RMG has mapped areas as “seasonally wet” (sw). Within this area they state, “basement construction should be avoided on the proposed lots 72-74 and lots 169-173.” This is not all the lots within the “seasonally wet” map unit. No technical basis has been provided why some lots within this mapped designation should avoid basement construction and not others.
Seasonal groundwater monitoring has not been conducted at this site as recommended by the Engineering Criteria Manual (ECM) and extent of seasonal fluctuation is unknown. Without monitoring, potential impacts from groundwater are indeterminate. RMG states, p. 8, “If shallow groundwater conditions are found to exist on additional lots at the time of site-specific subsurface soil investigations, the feasibility of basement construction and/or any recommended mitigation measures are to be addressed at that time.”
ECM is clear that discussion of seasonal variations in groundwater levels based on groundwater monitoring are the responsibility of the applicant at the time of initial planning. This is due in part to the fact that regional mitigation such as raising site grades or installing a subdivision wide underdrain system are no longer feasible at the individual house construction phase. Additionally, the “Individual subsurface drainage systems such as the “underslab drainage layer” mentioned in plat note 25 are intended to handle small amounts of intermittent water, are not adequate to mitigate persistent shallow groundwater conditions.
This subdivision includes areas of both shallow groundwater and potentially shallow groundwater. CGS recommends the applicant follow ECM recommendations and perform a groundwater monitoring program to determine groundwater depths and extent of seasonal fluctuation. In the absence of such a program and prior to approval of the development plan we recommend it be demonstrated where mitigation of persistent groundwater is taking place from:
• Raising site grades;
• Garden-level basement construction; and/or,
• An underdrain system.
Good descriptions of how underdrain systems should be designed, constructed and maintained are available in Colorado Springs Utilities’ groundwater underdrain specifications (https://www.csu.org/extrx/util_dev_svcs/svc_standards/wastewater/chapter/2010_Groundwater_Underdrain_Guidelines.pdf)
It is the applicant’s responsibility to demonstrate that groundwater levels will be maintained 3 to 5 feet below base of foundation year-round and how this is achieved should be clearly shown and stated on the plans. Areas where basements are not feasible, areas where specific mitigation allows basements, and areas of high ground above any seasonal groundwater levels should be clearly depicted on the plans and individual lot numbers listed for each area. All areas where basements are considered feasible should clearly state how it was determined that groundwater levels will be maintained 3 to 5 feet below base of foundation.
We concur in general with RMG’s Soils and Geology Reports (October 26, 2020) description of surface and subsurface conditions. RMG makes appropriate preliminary recommendations for mitigating the site’s hydrocompactive and expansive soils, and expansive claystone bedrock. CGS agrees that subexcavation and replacement will be necessary where expansive claystone and siltstone bedrock is present near foundation or floor slab levels. Additional geotechnical investigations, including drilling, sampling, lab testing and analysis, are needed to determine the depth and extent of overexcavation and, once site development activities such as grading are complete, to design individual foundations and floor systems.

Name of proposed subdivision centered on the top of the plan and at the top of each sheet. On each sheet, a subtitle, in smaller lettering, shall indicate the quarter section(s)(1/4), section, township and range in which the subdivision is located. If the subdivision is a replat of a previously approved subdivision, the replat information shall be included in the subtitle. The name of the County and the State shall be included in the subtitle. Note the subdivision name shall conform to the naming conventions in Section 7.2.5 of the LDC,

Water Resource Report,
The Fosgren report included in the water report is outdated...it is from 2016. (Provide an up to date supply, demand, sources (existing wells, aquifers) and where and what amount the district is looking to get water from in the future. Is it alluvial water? Is it surface? Is it both?) Look at the revised water resource report requirements in Section 8.4.7 of the Code, under the amended subdivision regulations our PCD website ( https://assets-planningdevelopment.elpasoco.com/wp-content/uploads/LDC-Resolution/19-329-BOCC-Subdivsion-REGS.pdf ) and go line by line and verify information is in this water report please. Review the 2019 Water Master Plan for helpful language.

Preliminary plan amendment to allow 203 single family detached lots on 52.1 acres located northwest of Marksheffel Road and North Carefree Circle. No new geologic or geotechnical information is included with the currently available referral documents, so CGS's 10/30/2014 Windermere Preliminary Plan (SP-14-013) review comments remain valid:

Very shallow groundwater was observed at six feet below the ground surface in RMG’s boring TB-6 in the northeastern portion of the site, near the proposed detention basin. The applicant should verify that site grades in this area will be raised a sufficient distance to provide at least three feet of separation between lowermost floor and crawlspace levels and shallowest anticipated groundwater levels. If the applicant cannot verify that the minimum 3-ft separation between lowermost floor or crawlspace levels and the shallowest anticipated groundwater surface can be maintained year-round, then full-depth basements should not be allowed. It is outside the scope of CGS review to determine whether the 3-ft minimum separation distance exists.

Plat note 23 states, "The shallow groundwater condition(s) shall be mitigated on a lot by lot basis at the time of the subsurface soils investigation." As discussed above, in areas where lowermost (basement) floor levels would be less than three feet above shallowest anticipated water levels, based on the grading plans, basements should not be allowed. Individual subsurface drainage systems such as the "underslab drainage layer" mentioned in plat note 26 are intended to handle small amounts of intermittent water, and may not be used to mitigate a persistent shallow groundwater condition.

Plat note 26 does not make sense as written: "If groundwater is encountered within 4 to 6 feet of finished floor elevations, an underslab drainage layer may be required in areas of very shallow water, basement and crawl space construction may not be feasible." Is there supposed to be a period between the words required and in? Also, see our plat note 23 comment prohibiting the use of individual subsurface drain systems to mitigate a persistent shallow groundwater condition.

Soil and bedrock engineering properties. RMG’s Preliminary Soils and Geology Report (March 5, 2014) contains an adequate description of surface and subsurface conditions, and makes appropriate preliminary recommendations for mitigating the site’s hydrocompactive and expansive soils, and expansive claystone bedrock. I agree that subexcavation and replacement will be necessary where expansive claystone and siltstone bedrock is present near foundation or floor slab levels. Additional geotechnical investigations, including drilling, sampling, lab testing and analysis, are needed to determine the depth and extent of overexcavation and, once site development activities such as grading are complete, to design individual foundations and floor systems.
