3. The County will include the following condition of approval to this project: “The subdivision will be assessed during defect warranty period and at time of final acceptance to determine if an underdrain is needed to mitigate sump pump discharge onto public ROW for individual lots. In the event that an underdrain is required, the developer shall install a drainage system.”

CGS previously reviewed this site (38.98, -104.6321) on November 18, 2020, and February 15, 2021. After our November comments, RMG provided “Response to CGS Comments” on December 12, 2020. RMG discusses intermittent surface runoff and provides an interpretation that differs from Entech about site topography that is consistent with a lack of shallow groundwater observed in the subsurface. Their analysis satisfies the concerns expressed by CGS in our initial November review and led to our different comments in February. Based on RMG’s analysis, groundwater monitoring is not warranted at this site.
For instance, CGS concurs that (p.2) “…defined drainages and/or surficial topography are not reliable indicators of subsurface water conditions.” The presence of shallow groundwater conditions cannot be assumed solely on topography. Their interpretation is based on subsurface data (p. 2) “over 30 test borings have been performed across this site during the course of the Entech Engineering and the RMG investigations noted herein, with no indications of subsurface groundwater in any of them.” RMG discusses the seasonal impacts that can occur from surface runoff at this location. Infilled drainages, even shallow ones such as at this site, can become locations with seasonally shallow groundwater that in turn can lead to intermittent perched groundwater conditions. We concur with RMG’s recommendations for perimeter drains especially in areas, such as infilled drainages, with these types of limited and intermittent shallow water conditions.
Based on this analysis and interpretation by RMG our previous comments from February 15, 2021, remain valid and are repeated here: “We agree with RMG’s interpretations and conclusions in their response letter (December 31, 2020) regarding the mapped seasonal wet and potentially seasonally wet areas and the site drainages. CGS has no objections to the approval of (the final plat) as proposed. All RMG’s recommendations should be strictly adhered to especially regarding perimeter drains. Drain systems will be essential to intercept seasonal shallow groundwater and perched groundwater conditions expected at this location.”
We hope this explanation provides clarity on changes in previous review comments and recommendations presented by CGS.

Thank you; final comments will be forthcoming on contracts from Lori. There is still discussion occurring regarding underdrains and perimeter drains for the subject property. The issue has been elevated to Elizabeth Nijkamp for a determination. This may impact the plat note(s). Upper Blck Sq requires the underdrain water to be put back into the ground and not carried down and out of the basin which could result in an water injection site modification to the CDs. 1. The entire development is very light and hard to read when printed.
2. Tract B was not addressed. We have assigned the address as 10102 Keynes Drive. Please apply this address to the Plat.
3. Standard final plat comments still apply, but with RBD being closed, there are a few new changes to Enumerations review of the Mylar. Please, send a pdf of the final plat document (intended plat of record) to the Enumerations reviewer that reviewed the project. We will then check the mylar for the normal things we look at on a plat, address, street names, title block and floodplain statement. Then we will stamp off on that document with an RBD check stamp, if all is accurate. This will be our copy of record that we plan to see once the document is recorded, minus a few signatures on the main sheet. Please contact your reviewer in Enumerations for instruction on payment.

No further comment, will review the plat at the mylar stage.
