The Woodmoor Water and Sanitation District No. 1 (the District) has received plans and documents related to the development applications referenced above. The District has the following concerns and/or recommendations:

General Comments

1. This review is a general overview of the drawing set received March, 2020.

1. The last PSV vault that was proposed to be moved for a subdivision project was too heavy for the contractor to move. It had a pour-in-place vault. The project manager decided to install a new vault instead. That said, do you want to include the District’s PRV/PSV Vault Detail in case this happens again? Otherwise, include a note stating that if the existing assembly cannot be reused, coordinate with the District for specifications on a new assembly.
2. Please show more detail on pumped water storage pipeline demolition, repair, and new alignment.
a. Show the existing facilities to be demolished with hatching.
b. On new work plan, show in bold the areas to be repaired after existing facilities removed. Add note stating repair work must be performed under Woodmoor Water & Sanitation District System Specifications.
c. Please show more detail on the pumped water storage pipeline terminal at Lake Woodmoor. It appears that the flow will make an apx. 90-degree bend to enter the lake. Detail must include erosion control measures taken, which should account for head cut and effects of flow on the bend.

CGS previously reviewed this project in our letter dated December 19, 2016 and with comments up-loaded to the County’s webpage on 1.6.20. The comments of our previous letter remain relevant for this review. In addition, we previously stated: “retaining walls are depicted on the grading plan that include 3-tiers of 4-foot high walls with a total retained height of up to 15 feet. CGS recommends that the geotechnical engineer be given the opportunity to evaluate the global stability of the retaining wall system and provide engineering recommendations for the retaining walls prior to approval of the preliminary PUD Development Plan.” It remains prudent to require global stability evaluation of the retaining wall system prior to approval of the preliminary PUD Development Plan. 4/8/2020 12:28:49 PM

The previous reviews only reviewed for consistency with the initial comments provided by another Planner in 2017. To ensure a quality product for the applicant, staff has reviewed as if this was a first review and provided additional comments/suggestions.

Please be aware that the LDC has been amended to allow for administrative final plats provided certain findings can be made with the PUDSP. You may opt to follow the current LDC. If you choose to do so please update the LOI to reflect your intentions and the revised criteria.

A maintenance plan was not previously provided. Please see the attached PUDSP checklist with includes a maintenance plan as a requirement.

At their regularly scheduled meeting on December 21, 2017, the Lewis-Palmer Board of Education voted to take no formal action to oppose the development plan and final plat submitted by Lake Woodmoor Holdings, LLC and NES, Inc regarding the 7.23 acre site located southeast of the intersection of Woodmoor Drive and Deer Creek Road. The applicant requested final plat approval for a 28-unit townhome.
NES has discussed the project with the school district and the development has been in the district’s long-term plan for a number of years. The district has updated the county as to current capacity and enrollment, as well as concerns moving forward. The district will continue to discuss needs with the developer.
However, the Board of Education does request cash in-lieu-of land funds from El Paso County.

The Water Supply Report projects they need approximately double the amount of water committed by Woodmoor Water and Sanitation District. The report projects a need for approximately 16 acre-feet/year and the District is only committing approximately 7.5 acre-feet/year. The final drainage report identified sections of Dirty Woman Creek that exceeds the drainage criteria for velocity and Froude number. The report provided additional analysis (shear stress) to show that channel is non-erosive. 3. Regarding Criteria No. 3, the site is not currently suitable for development due to floodplain, wetland, and shallow groundwater impacts. Revise the statement to identify these hazards and the proposed mitigation per the Entech report, specifically, CLOMR/LOMR finalization for floodplain, avoidance of wetland, and construction engineering and grading for the shallow groundwater.
4. Revise the response to Criteria No. 4 to include the approximate and/or average size of the natural buffer to the east and provide a statement regarding the additional landscaping provided with this plan.
5. Revise response to Criteria No. 7 to include the amount/percentage of open space provided and to identify the trails as being intended for public use to access Lake Woodmoor.
6. Include the discussion of the modification requests in the response to Criteria No. 1. Modifications are needed to authorize the use of private roads in the PUD, smaller road cross section for the private road (private roads are required to meet County standards which required 28’ pavement width), and for the depiction of lots within the floodplain.
7. Revise the preliminary plan Criteria No. 6 to include the discussion from comment no. 3 above, or refer to that discussion.
8. Revise response to preliminary plan Criteria No. 7 to include grading and erosion control plan, construction drawings for stormwater facilities. The reader may never see the drainage report.
9. Revise response to Criteria No. 9.2 to state the plan was designed to minimize cost of transportation and utility infrastructure improvements.
