2. Per ECM Section 5.9.4, upload construction drawing and final plat base drawings in CAD format with the final approval submittal. CAD file submitted shall include at least two survey reference points to allow the County to move, fit and rotate the project file to the survey coordinate system used by El Paso County.

Additional redline comments will be uploaded upon completion of the PCD Engineering Division review. The main significant redline comment on the final plat has to do with the FEMA floodplain and the knowledge that this floodplain is being moved.

One of the copied redline planning comments is as follows:
Staff has previously discussed this issue with the applicant and believes everyone is of the same understanding. As it has been over 1 year since the last submission staff wants to reiterate the requirements. Per Section 8.4.2.B.1 precludes any parcels less than 2.5 acres from containing any portion of the floodplain. Staff understands that the applicant has been in the process of altering the floodplain with FEMA. The final plat may not be recorded until the floodplain has been officially moved (to be included as a BoCC condition). Following the approval of the plat the applicant may come in for a pre-construction meeting and begin the necessary work. This will allow them to have the floodplain moved prior to recording the plat.

At their regularly scheduled meeting on December 21, 2017, the Lewis-Palmer Board of Education voted to take no formal action to oppose the development plan and final plat submitted by Lake Woodmoor Holdings, LLC and NES, Inc regarding the 7.23 acre site located southeast of the intersection of Woodmoor Drive and Deer Creek Road. The applicant requested approval of the final plat for a 28-unit townhome.
NES has discussed the project with the school district and the development has been in the district’s long-term plan for a number of years. The district has updated the county as to current capacity and enrollment, as well as concerns moving forward. The district will continue to discuss needs with the developer.
However, the Board of Education does request cash in-lieu-of land funds from El Paso County.

2. $10.00 per lot & tract platting fee will be due at the time of the review of the mylar (2 addresses per lot & tract). If an address is not needed on a tract then no fee applies. The report projects a need for approximately 16 acre-feet/year and the District is only committing approximately 7.5 acre-feet/year. Enumerations has the following comments:
1. If the access is shared from the existing, The Cove Condos, then the access should not be named. If we name the access then ALL have to be addressed from the named road including the existing. The Cove Condos cannot access Redbridge Point and be addressed Deer Creek Road. The access to Deer Creek Road is removed by adding in the private road.
2. If the private street name is removed and all is addressed from Deer Creek Road, permanent signage needs to be posted with all addresses that access this street.

Floodplain has the following comments:
With regard to the subject plat; 3 things.
Change floodplain certification note, change note 15, and show the floodplain as it is currently mapped not as it may be mapped at some future date.

Suggested changes:

Floodplain Certification:
A portion of this property is located within a FEMA Floodplain as determined by the flood Insurance Rate Map panel 08041c0276f effective date March 17, 1997. An Approved CLOMR Case No. 17-08-0195R is also in place. A Letter of map revision LOMR may follow the CLOMR to permanently alter the floodplain at a future date. See note 15 for further clarification.

15.Floodplain note: No building permits will be issued for lots that exist within the effective floodplain. Until the LOMR from the “Floodplain Certification note” becomes effective and removes the lots from the floodplain. Effected lots include Lots 3-5, 17-23, 25-27.

SHOW the effective floodplain on the plat, not the predicted LOMR floodplain. See pprbd website for current overlay.

Enumerations:
Initially I did not see that this new developments access would be the same access as the existing condos to the west as The Cove at Woodmoor. Is that correct? Will the direct access to the condos from Deer Creek Road be blocked off? If so, this possess a problem with the addressing for both developments. The Cove Condos are addressed from Deer Creek Drive, naming this access Redbridge Point will cause much confusion. Northbay at Lake Woodmoor lots 15-28 will need to be addressed from Deer Creek Drive as well. Please let me know so that we can start the address on either Deer Creek Road or Redbridge Point.

I think we can include this note , or something similar, on the plat for the subject filings along with any other floodplain disclaimers so that the plat can move forward prior to the LOMA becoming effective.
