Goal A.4.3.A. of the Trails Addendum to the Black Forest Preservation Plan is for provision of neighborhood trails in new developments that can ultimately connect to the regional trail system. The regional trail from Black Forest Regional Park is projected to reach Hodgen Rd. near Abert Ranch and a there is a planned bicycle route along Hodgen. We suggest consideration of an internal trail along utility easements for residents of the community to conveniently access Steppler Road and these coming recreational amenities. Lewis-Palmer School District submitted comments regarding Abert Ranch in October 2017. No further comments are necessary at this time except to remind the County that the school district is nearing capacity at all schools in the district for grades K-8. The Ray Kilmer Elementary School, which will house the students from this subdivision, is projected to exceed its program capacity in the new few years. Lewis-Palmer Middle School is currently at its program capacity. The school district is in the process of planning additional schools. As you know, such planning will result in a ballot issue, which must pass to allow for relief. Whereas the Board of Education’s role is to ensure all students in Lewis-Palmer School District receive a quality education, we must advise the Planning Commission that continued housing growth without additional schools will ultimately impact the quality education Lewis-Palmer School District is known for. |

Planning staff has discussed the Abert ranch project with the Director and Planning Review Manager. there is concern regarding consistency with the Black Forest Preservation Plan sub-area no. 6. The attached map identifies the physical drainage basin line which is reflected in the sub-area discussion of the small area plan. The proposed lot sizes within Abert Ranch is not consistent with that plan. Staff suggests increasing the lot sizes to 5 acres (decreasing the larger to 5 acres) to be more consistent with the sub -area plan with the smaller lots 2.5-3 acre at the western edge of the Abert development. Ultimately, staff identifies how each application is compliant with the LDC and how it is not. Staff does not provide recommendations to the hearing bodies. Additionally Staff has discussed the 30' access to the Morehead property and has been advised that it appears to be sufficient because there is a stub-out off of Silver Nell to the vacant properties north of Grand View and a stub out from Walden to those vacant parcels. |
