9/25/2026: This was reviewed by the Airport Advisory Commission on 9/23/2026 and the below comments were approved. • Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page or reception number). Add avigation easement note to plat. • Airport Acknowledgement: Upon accepting residency within the Trails at Aspen Ridge, all adult residents and occupants shall be required to sign a notice in which the tenant acknowledges that the Trails at Aspen Ridge lies within an Airport Overlay Zone and is located less than 1.5 miles from Colorado Springs Municipal Airport and may, at times (24 hours per day), experience noise and other activities and operations associated with aircraft and the Airport. This is requested over the current statement under Notes item 15. • FAA Form 7460-1: A 7460 will be required for the final approval of the Development Plan, based on elevation data and distance to runway, the applicant will need to file Federal Aviation Administration (FAA) Form 7460-1 “Notice of Proposed Construction or Alteration” for any new vertical development at this site, including temporary construction equipment, and provide FAA documentation to the Airport. FAA’s website (https://oeaaa.faa.gov/oeaaa/external/portal.jsp). • Accident Potential Zone: A portion of the proposed development is within the Accident Potential Zone 1 and 2 (APZ-1/APZ-2) subzone of the Airport Overlay. Residential is prohibited in APZ-1; Residential is permissible in APZ-2 in accordance with County Land Development Code Table 4-7. |

As requested (Email dated August 28, 2026), the Colorado Geological Survey has been requested to review the resubmittal documents for the Trails at Aspen Ridge Filing No. 5. We received the Construction Documents (Matrix, August 2026); Final Plat (Ridgeline Land Surveying, August 13, 2026); Letter of Intent (Matrix, August 2026), and other documents. CGS previously reviewed the Geologic Hazard Additional Borings, Springs at Waterview East (Trails at Aspen Ridge) South Powers and Bradley Road (Entech Engineering Inc. Job No. 170039, August 9, 2019). Note 25 of the final plat states, “All lots have been found to be impacted by geologic hazards. Mitigation measures and a map of the hazard area can be found in the report Soils and Geology Report by Entech Engineering on 8/19/2019, Job No. 170039, available at the El Paso County Development Services Department.” The date should be updated (8/9/2019), and all the geologic hazards and constraints identified in Entech’s report should be listed in the final plat with mitigation measures provided, as necessary. Provided Entech's recommendations are adhered to and the final plat is updated, CGS has no objection to approval of the final plat. Enumerations has the following comments: 1. The addressing plan created and given to the applicant in 2023 is no longer valid due to the increase in the number of lots included with this filing. Submit a copy of this plat to Enumerations to use to create a new addressing plan. Once the addressing is returned, it should be added to the plat. 2. Enumerations will review the plat prior to recording per usual procedure for addressing, title block and street names. An address assignment fee of $10 per lot/tract to which an address was assigned will be due at the time of mylar review. In this case, since an existing addressing plan can no longer be used and a new plan is going to be created, a re-addressing fee of $50/hour, minimum 1 hour, will be added to the usual fee. 3. Enumerations will not approve any plans submitted for this project without a copy of the recorded plat in our records. GENERAL COMMENTS 1. Robert Bannister is no longer the contact for WWSD, please use Lucas Hale’s contact info. 2. Please confirm that all lines labelled ‘existing’ per Trails at Aspen Ridge Filing 3 are actually installed. 3. Please confirm fire department approval of the proposed plans. WATER COMMENTS 1. Please provide fire flow and hydrant requirements as given by Fire Department, which will be used to confirm proposed main sizes. 2. Please be aware that WWSD standards require a water sampling station for every 500 houses or per each filing, whichever is larger. Please coordinate with other filing plans and E Waterview Commercial development to ensure that this requirement is met. 3. WT01 – A dead-end main will have issues with water quality with this length of dead end. Please loop – potentially create an easement between lots 25 and 26 to connect along Frontside/Sidewinder 12” main or other approach per our discussion. 4. WT01 – throughout, please confirm that minimum bury depths (4.5’) are met. 5. WT01 – Please rotate labels so all are readable. 6. WT02 – please show pipe symbols/circles where the 8” sanitary lines are called out. 7. WT02 – Please add a third isolation valve on the cluster for Hydrant B. 8. WT02 – Detail W38 specifies 1.5” – 2” irrigation taps, while the plans call for 1”. Removable BFP is acceptable as long as it is not installed under roadway and it is after the curb stop to allow proper isolation. 9. WT03 – A pink pipe circle/symbol is shown on the right side of profile after connection to existing main – what is that? Please label or remove if unintended. 10. WT03 – 8” pipe 0.00% grade to the left of matchline does not appear to match the Drinking Horse segment on WT01 – please check. If showing the match to 90degree bend to Little Elk Lane, this is unusual notation and does not reflect the tee structure. Please show the alignment as it continues down Drinking Horse. 11. WT05 – Laying the water main under roundabout not ideal for maintenance and repair - please relocate under the roadway if possible. 12. WT05 – Segment length appears to be ~1132 ft, with a high point in the center and no services. WWSD standards specify 1 hydrant per 500' with associated valve clusters, and require an air release valve on all high points if no services are present. 13. WT05 – please see some labelling notation requests for sanitary sewer and property line. SANITARY SEWER COMMENTS 1. SS01 - Please label deflections and ensure curvilinear sections comply with WWSD standards Section 5.3. 2. SS03 - Please indicate location of irrigation service crossing and confirm that the curb stop, backflow preventer and meter pit have the appropriate vertical and horizontal separation. 3. Per our discussion, if sewer is being continued along Frontside Dr., please consider realigning gravity main to not be under roundabout. |
