Description

The purpose of the rezoning is to satisfy CDOT zoning requirements associated with an already-approved digital billboard (EMD) conversion. El Paso County has approved the EMD conversion; however, CDOT requires the property to be zoned commercial or industrial. No site development, buildings, utilities, access changes, or change in land use are proposed as part of this request.

1 The El Paso County Parks Department has reviewed this rezone proposal and has no objections to this rezone. The 2022 Parks Master Plan shows no impacts to existing or proposed parks, trails, or open space. The Fountain Creek Regional Trail is located along the northern and eastern boundaries of the property. The proposed development is not anticipated to adversely impact the trail. Future use of the site should ensure compliance with applicable setback and buffer requirements, particularly given the proposed Commercial zoning designation adjacent to a County-maintained trail.

Regional park fees and impacts will be assessed upon review of the forthcoming platting action(s).

1 The billboard must have a CDOT Outdoor Advertising Permit. If the billboard has CDOT Outdoor Advertising Permit and is a conforming advertising device, it would be eligible for conversion to a CEVMS (changeable electronic variable message sign). They applicant will need to submit a CDOT CEVMS Conversion Application.
