FYI:
1. No Road Impact Fee is applicable RIF because it is negligible and Cell Towers are not indicated in the implementation document.
2. No Drainage Basin fee or Bridge fee is applicable because it was paid at the time of plating.
3. The Geo technical Report is NOT required because the parcel is not being subdivided.
4. An access permit is required from Kinch Court Cul-de-sac; the access drive is 30’ wide per the Site Development Plan (Address: 10765 KINCH CT).
5. The ECM Administrator will sign and date the plans, reports, and documents after you make your final submittal (make sure ALL comments are addressed before you make your final submittal and the plans, reports, and documents have no additional comments).

1 El Paso County Conservation District has reviewed the proposed project and offers the following conservation and natural resource recommendations for approval:

1) Erosion Control

-While no major water quality concerns related to drainages or waterways were identified, the steep topography of the site increases the potential for erosion following construction. The drainage report references disturbance and revegetation but is vague. Additional detail in their erosion plan post construction would be helpful to ensure long-term site stability and prevent erosion issues. These recommendations also apply to any utility easements used for this project that may involve ground disturbance, if they are not located beneath an access road or driveway.

-The EPCCD would like to see consideration of the following erosion control and revegetation practices:

A) Disturbed areas be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County.

B) Topsoil of disturbed soils stripped to a depth of approximately 6 inches and stockpiled separately, with stockpile side slopes no steeper than 3:1 to prevent erosion issues during construction. This topsoil should then be redistributed evenly on graded areas around the constructed tower and prior to seeding to ensure the best chance for germination success.

C) Disturbed areas be mulched after seeding with either: Weed-free hay mulch at approximately 5,000 lbs per acre; or fine wood chips (approximately 1 inch thick) generated from on-site forest mitigation and tree clearing activities associated with the project.

D) Consideration of using of the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to the kettle gravelly loamy sand soils present on this site and is comprised of 100% native and naturalized grass species.


2) Firewise, Fire Risk, and Forest Health

-The project site is located in a heavily forested and overgrown area that carries an elevated wildfire risk, particularly given its proximity to nearby, higher-density, residential communities such as Cordera. To help reduce wildfire risk and support long-term forest health, we highly encourage consideration of the following best management practices on the site:

A) Vegetation management consistent with Firewise principles, including: Clearing trees and brush within approximately 35 feet of the tower's fenced perimeter; and approximately 15 feet from centerline to each side along any access road or driveway. This recommendation is also consistent with the notes from Black Forest Fire Rescue on ensuring there is enough access room for fire apparatus and vegetation clearance around equipment.

B) Thinning forested areas within the leased portions of the project (those areas beyond the above mentioned Firewise practices) to approximately 40–60 trees per acre, which reflects a healthy Ponderosa forest density based on U.S. Forest Service and Colorado State Forest Service guidance. This also supports the improved fire resilience, wildlife habitat, and visual beauty, which are consistent with the El Paso County Master Plan for this area.

C) Use of forestry contractors trained to identify nests of protected bird species (such as owls, hawks, and eagles), with avoidance of active nest trees where present.


3) Cultural Resources

-EPCCD did not see documentation indicating that a cultural resource survey has been completed for this project. Although the disturbed areas of this project are relatively small, we would still like to see a cultural resource survey prior to ground disturbance, given that the Black Forest area is widely recognized for its history of Native American habitation and use. This should include evaluation for artifacts and culturally modified trees, sometimes referred to as “Indian Prayer Trees”, as well as a plan to mitigate or protect these from damage or destruction.


With these additions to the project plan, the El Paso County Conservation District would be content with the project and the applicant’s commitment to protecting soil, water, forest, wildlife, and cultural resources, as well as ensuring long-term community safety.

1 Black Forest Fire Rescue has reviewed the Letter of Intent for the proposed 120-foot CMRS stealth (monopine) tower located at 10765 Kinch Court. The unmanned tower facility and associated ground equipment compound are acceptable from a fire protection standpoint, subject to the following conditions.

Fire apparatus access shall be provided via the approved access easement from Kinch Court and shall meet applicable International Fire Code and El Paso County Land Development Code requirements for fire apparatus access roads, including minimum unobstructed width, vertical clearance, load capacity, grade, and turnaround provisions. Final access details shall be reviewed and approved with construction drawings.

The equipment compound shall maintain required clearances from combustible vegetation. Vegetation management, ground cover treatment, and ongoing maintenance shall comply with applicable provisions of the Colorado Wildfire Resiliency Code (WRC) as adopted, including ignition-resistant site design and defensible space around the tower base, equipment shelters, and fencing.

Any future accessory structures, generators, or fuel systems added to the site will require separate fire review and permitting. This review is limited to the tower and compound as proposed.
