3 The El Paso County Conservation District has reviewed this project and we would like to make the following recommendations:

1) Erosion Control

We appreciate the detail that was put into their erosion control plan, but we wanted to highlight the following that should be included, based on the site, to ensure they are included in their erosion control and revegetation plans.

A) Disturbed areas be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County.

B) Topsoil of disturbed soils stripped to a depth of approximately 6 inches and stockpiled separately, with stockpile side slopes no steeper than 3:1 to prevent erosion issues during construction. This topsoil should then be redistributed evenly on graded areas around the constructed building and prior to seeding to ensure the best chance for germination success.

C) Disturbed areas be either: mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre due to the exposed site and its proneness to wind erosion; Or areas that are not suitable for revegetation such as driveways, parking areas, and safety areas around the building should have a 1" layer of crushed rock or gravel to assist in preventing having exposed soil that would be prone to wind/runoff erosion concerns.

D) Consideration of using of the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species.


2) Wetland/Watershed concerns

There are areas immediately adjacent this site that are active wetlands or drainages for the Black Squirrel Creek Watershed. We would like to see additional measures taken to protect these given this is a lift station, which are typically used for wastewater movement.

A) EPCCD would like to see the addition of some kind of safety catchment measure in the event of a wastewater line failure occurring at the facility. We feel this is ESSENTIAL for the safety and protection of those wetlands and watershed this is next to. This safety catchments need to be big enough to handle the likely volume of untreated wastewater that would escape from a full line burst for the duration of time it would take for site managers to receive notification of an issue and be able to shut off the wastewater flowing to the facility during off hours. This can be as simple as constructing an overflow catch pond.


If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed and wildlife protection, and safety of the community downstream.

1 Enumerations has the following comments:

1. The access to this lift station is shown as coming from a new subdivision which is not platted at this time, and will not be platted for a considerable time. Where is the access going to be prior to plat recording? An address will need to be assigned from that access in order to submit plans for permit. Prior to submitting plans, submit a site plan to Enumerations showing the location of the scope of work and the access so that an address can be established.
2. Once the proposed Waterbury subdivisions are platted, an address change which reflects the new access location for the proposed lift station will need to be completed. When submitting a site plan to establish an address for the initial build, it must be accompanied by an address change request which will be executed when the subdivision plat is recorded, thereby changing the access to the lift station.
