How will the water for the primary structure be provided and calculated? Provide the building construction type in the calculation. 2. Show how access to the structures will meet the adopted 2015 IFC Appendix D for access and loading. 3. Provide the details on the yard hydrants and what gpm at 20 psi will be available. 4. The El Paso County Conservation District has reviewed this and would like the offer the following recommendations: 1) Soil erosion/reseeding -This project has no mention currently of any plans to mitigate erosion and revegetation. This area of El Paso County is known for heavy winds that would make soil erosion a much higher probability after soil disturbance. And due to the number of buildings being planned for this project, we would like to see a plan put into place to address these concerns with possible erosion. To assist with this, EPCCD would like to see consideration of the following erosion control and revegetation practices: A) Disturbed areas be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County. This includes for the building sites and areas disturbed for utilities. B) Topsoil of disturbed soils should be stripped to a depth of approximately 6 inches and stockpiled separately, with stockpile side slopes no steeper than 3:1 to prevent erosion issues during construction. This topsoil should then be redistributed evenly on graded areas around the constructed buildings and prior to seeding to ensure the best chance for germination success. C) Disturbed areas be mulched after seeding with: Weed-free hay mulch at approximately 5,000 lbs per acre or more. This will assist with germination success by helping the soil hold moisture, while also protecting disturbed soils from wind erosion until the planted seeds are grown. If this small adjustment is made to the applicants reseeding and erosion plan, EPCCD is content with their commitment to soil, wildlife, and natural resources conservation related to this project. For reseeding, applicant is invited to utilize El Paso County Conservation District’s Native Shotgun Mix (which can be purchased on our website: EPCCD.org) which will work well with the soil type on this site and is ensured to have only grass varieties native to El Paso County. |
