- Tri-State Generation and Transmission Association, Inc (Tri-State) is proposing a new 230-kV substation that sectionalizes the existing 230-kV Lincoln – Midway transmission line in El Paso County. The Project is being developed to increase the load serving capability for Tri-State’s Member, Mountain View Electric Association (MVEA), related to substantial residential growth east of Colorado Springs. The current 69-kV system is served by two delivery points at Falcon and Calhan that are increasingly incapable of serving the system and cannot maintain voltage in a contingency situation. The Project is also being developed to improve system reliability for Tri-State’s Member, Southeast Colorado Power Association (SECPA). SECPA’s 69-kV Edison Delivery Point is sourced from MVEA at the Edison Tap, which is 17 miles away, and from Calhan which is 20 miles away - the extended 69-kV system increases exposure and impacts to the system from line faults. 1041 permit approved under file no. Engineering Comments have been provided on the following documents (to be uploaded by Project Manager): - Letter of Intent - Site Development Plan -GEC Plan - Drainage Report Applicant Notes: I am requesting a response letter with your next submittal explaining how each comment was addressed (please copy and paste all comments to your response letter and respond below each comment). Please do not use the words done, fixed, etc. instead explain how you addressed each comment and indicate the sheet number. Please email me at the email address indicated below for a TEAM’S RCR “Review Comment Resolution” meeting prior to resubmittal to make sure all comments are addressed, so we can move this project forward to approval. The applicant must upload the revised and missing items indicated below with his/her resubmittal: - Letter of Intent - Site Development Plan - GEC Plan - Drainage Report - (Missing) Provide a recorded PI easement of 5' for a total of (35’ from the CL to the PL); Lauppe Road is a Rural – Local which must have a total of (70’ of ROW). - (Missing) Haul Route agreement is required by DPW (Please email me at the email address indicated below and request a sample copy of the Haul Route agreement; please include the following EDARP number “PPR261” in the subject field). FYI: 1. No utility construction within county ROW. 2. No Road Impact Fee (RIF) is required for this project per Mr. Bret Dilts email dated 12-16-25. 3. If the fence is going to be over 7 feet in height, it will require a separate address and a building permit.
