1 The El Paso County Conservation District has reviewed this project, and we would like to make the following comments related to conservation concerns:


1) Erosion control during operations

Based on the map, there are major channels of Black Squirrel Creek running through the property. This watershed has shown severe erosion issues due to flooding in recent years, and we would like to see that this is protected from additional runoff/surface erosion during operations. This is an area of high wind erosion concerns as well, which can negatively affect nearby properties. Therefore, we would like to see erosion control measures that prevent these erosion concerns as much as possible during the period from when dirt is first disturbed to the point of reclamation.

A) Prior to any dirt work, erosion control measures such as silt fences or temporary dikes should be installed along the edges of mined areas adjacent to the creek channel to catch soil that may erode during the mining period. Due to the nature of this project and the likelihood of large, disturbed areas at any time, we feel this is essential.

B) Prior to mining sand, topsoil of disturbed areas should be stripped to a depth of approximately 6 inches and stockpiled separately, with stockpile side slopes no steeper than 3:1 to prevent erosion issues during operation. The stockpiled topsoil should be stored on-site but away from the creek channels in order to prevent erosion into the creek. This topsoil should be redistributed evenly on graded areas during reclamation, prior to seeding to ensure the best chance for germination success.

C) Areas that are disturbed but not being actively mined for more than 45 days should be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County.

D) Disturbed areas being mulched should be done so after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre, which is essential for maintaining appropriate soil moisture for a successful seed germination rate. Alternatively, any areas that are not suitable for revegetation, such as long-term driveways or parking areas, should have a 1–2" layer of crushed rock, road base, or gravel to assist in preventing exposed soil that would be prone to wind and runoff erosion (unless being paved).

E) Materials being mined, processed, and stockpiled prior to being trucked off-site should be located in an area furthest away from the creek and other onsite drainage areas in order to prevent erosion from wind or heavy rainfall events causing materials to enter into the creek channel.

F) Consideration of using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species.


2) Reclamation Plan

We saw in the letter of intent that there were plans to convert lands mined of sand back to native rangeland pastures as their reclamation plan after harvesting sand to a depth of 10–30 feet above the Black Squirrel Creek channel, but there were no further details regarding when or how this would be done. We would like to see a detailed plan on how this will be implemented and the timeframe. We recommend that it include the same conditions for redistributing stockpiled topsoil, revegetation within 45 days, mulching at 5,000 lbs per acre, and using native/naturalized grass seed mixes that are listed in the erosion section of these comments. This plan should also include whether reclamation will be done incrementally as operations move across the mined areas, or if it will be completed all at once after mining is 100% finished. This should also include having an updated 100-year flood plain mapping done, given that the topography will have likely changed.

3) Cultural Resources Survey

El Paso County has a rich history and heritage of use by the Arapahoe and Cheyenne Peoples, as well as the initial Euro-American settlers who moved to this area. EPCCD has an interest in ensuring that this heritage is protected. Due to the size of this project and the amount of disturbance being done, we would like to see a cultural resources survey conducted by a professional cultural resource surveyor prior to ground disturbance. This should include evaluation for artifacts, structures over 100 years old, and any possible cultural sites (such as tipi rings), as well as a plan to mitigate or protect these from damage or destruction.

With these modifications, the El Paso County Conservation District would be supportive of the project and the applicant’s commitment to protecting soil health, watershed function, and community safety. Written plans outlining these modifications should be uploaded as separate PDF documents through EDARP.
