Walden Water and Sanitation District Wastewater Plant Replacement
Description
The facility's existing service area is a residential community of 381 homes and a buildout capacity of 520 homes, and two schools, Kilmer Elementary and the Monument Academy East Campus. The average 30-day monthly flows range between 32,000 gallons per day (GPD) and 76,000 GPD and are consistently below the 0.11 million gallons per day (MGD) maximum month average day flow (MMADF) allowed in Walden’s current groundwater discharge permit. WSD is proposing to replace the existing wastewater treatment plant (again, a sequencing batch reactor plant) with a membrane bioreactor (MBR), which is a package plant.

3 If the applicant elects to mitigate the existing wastewater ponds by, draining the wastewater ponds, removing the sledge from the site and then repurposing the ponds as a community visual amenity, please include in LOI and application docs. Please provide the CDPHE docs that allow the NEW spread of NEW biosolids on the property.

(Its PCDs understanding that EPC Health inspectors did observe the sludge being buried on the site. As a remedy, CDPHE did require the removal of the buried biosolids through SARC and Water Quality previous required before moving forward with the new system).

3 Staff spoke with Matt Dunston, and he clarified he intends the ponds to be kept as treated water overflow for the wastewater system. OR at any rate ponds would retain water and kept as a visual amenity, for the community and not drained.

Please make sure all docs are consistent.

Comments were made with the assumption that the ponds would be drained and pipes would be added to direct stormwater out of the basins post-construction. Per phone call with Matt Dunston on 4/15 it sounds like the approach has changed, and the ponds will remain. I highly recommend a meeting with EPC review staff prior to next submittal to ensure that both parties are clear on what documentation is required.
